Mandatory Proposer Qualifications <br />Section A <br />1. Thermo Fluids Inc. (TFI) has been in business since 1993 providing used oil recycling and <br />related services to both public and private organizations throughout the Western United <br />States. In April 2015 Thermo Fluids was acquired by Clean Harbors Environmental <br />Services (CHES), the largest waste disposal company in North America. CHES also owns <br />Safety-Kleen, the largest used oil recycling company in the United States. Thermo <br />Fluids continues to operate under its own name and legacy permits and registrations. <br />2. All employees working for Thermo Fluids have full training and certifications, for both <br />federal and state requirements, that pertain to commercial driving and management of <br />hazardous materials such as used oil, spent antifreeze, and other industrial/commercial <br />type waste streams. <br />3. Applicable permits and licenses that Thermo Fluids has are as follows: <br />a. State of Washington - UBI # 602 094 747 <br />b. EPA ID Number— WAH000046471 <br />c. U.S. Department of Transportation Hazardous Materials Certificate of <br />Registration - #062504552024MN <br />d. Facility Financial Assurance Closure Bond - #800008699 <br />In most cases all used oil, spent antifreeze, and used oil filters will be handled directly by <br />Thermo Fluids facilities. The only exception to this would be: <br />On an as needed basis, spent antifreeze collected in the Eastern Washington market is <br />shipped to Nuset Industries located at 977 S. 700 W., Salt Lake City, UT 84104 where the <br />antifreeze is refined under a tolling agreement and shipped back to Thermo Fluids for <br />resale into commercial market. This third party recycling company is used by Thermo <br />Fluids only when internal facility is at maximum capacity for processing. <br />Used oil collected in Eastern Washington market that is not sold within the Northwest as <br />an on -specification fuel (burned for energy recovery) by Thermo Fluids is shipped via <br />railcar to one of two re -refineries operated by Safety-Kleen, but also owned by Clean <br />Harbors. One re -refinery is located in Newark, CA and the other is in East Chicago, IL. <br />
