In protecting and restoring shorelines and critical areas within shoreline jurisdiction, <br />the full spectrum of planning and regulatory measures should be integrated, <br />including the comprehensive plan, interlocal watershed plans, local development <br />regulations, and state, tribal, and federal programs. <br /> <br />4. The planning objectives of this SMP for critical areas shall be the protection of <br />existing ecological functions and ecosystem-wide processes and restoration of <br />degraded ecological functions and ecosystem-wide processes. The regulatory <br />provisions for critical areas shall protect existing ecological functions and <br />ecosystem-wide processes. <br /> <br />5. Promote human uses and values that are compatible with the other objectives of this <br />Section, such as public access and aesthetic values, provided that impacts to <br />ecological functions are first avoided, and any unavoidable impacts are mitigated. <br /> <br />B. Regulations—general regulations for environmental protection <br /> <br />The following provisions apply to any use or development occurring in shoreline <br />jurisdiction whether or not a permit or other authorization is required from Kittitas <br />County. <br /> <br />1. Proponents of new shoreline use and development, including preferred uses and <br />uses that are exempt from permit requirements, shall employ all reasonable <br />measures to protect shoreline functions and processes. <br />2. Adverse impacts caused by new shoreline use and development shall be mitigated <br />using the following actions in order of priority (referred to as the mitigation <br />sequence): <br />a. Avoiding the impact altogether by not taking a certain action or parts of an action; <br />b. Minimizing impacts by limiting the degree or magnitude of the action and its <br />implementation by adhering to the dimensional requirements, performance <br />standards and design criteria in this Program and using other technologies or <br />steps, as needed, to avoid or reduce impacts; <br />c. Rectifying the impact by repairing, rehabilitating, or restoring the affected <br />environment; <br />d. Reducing or eliminating the impact over time by preservation and maintenance <br />operations; <br />e. Compensating for the impact by replacing, enhancing, or providing substitute <br />resources or environments; and <br />f. Monitoring the impact and the compensation projects and taking appropriate <br />corrective measures. <br /> <br />3. Proposals for new shoreline uses and developments shall clearly identify potential <br />shoreline impacts. During initial review of the proposal, the Administrator may <br />require the applicant to submit documentation, prepared by a qualified professional,
