DHS-FEMA-EMPG-FFY 15 Page 25 of 30 Kittitas, County of, E16-157 <br /> <br />Program Area #3 Infrastructure hardening, security system upgrade OBJECTIVE The Kittitas County has installed 58 cameras throughout the courthouse and other county government <br />buildings. The video capacity has slowed down the server system through the county. New equipment will <br />move the 58 cameras and the video recording and house it on its own server. This will allow a standalone <br />system that is better equipped to handle the massive contents of the video cameras and recording <br />information. This project will increase the safety and security of critical government buildings, employees <br />and private citizens conducting government business. The system will allow quicker response to threats in <br />county buildings, which is of benefit to everyone using the county courthouse. <br /> <br />Emergency Management Function: Facilities <br />Performance Measure(s) that will be used to evaluate the program area <br />Target (intended outcome) Measurement (how to tell if success has been achieved) <br />Update County surveillance system by installing a new video server <br />allowing for faster reaction and response to threats from the <br />courthouse security personnel that monitor the cameras. This will <br />better protect civilians conducting government business and <br />county employees from threats. <br /> <br />Update the surveillance security server. Quicker camera <br />refresh rate, better viewing for courthouse security. <br /> <br /> ACTIVITIES 1 <br />Purchase new server hardware - Dell PowerEdge server enhancement <br />Milestone: Receive bids June 2015 to December 2015 <br />Milestone: Purchase hardware and install the server. January 2016 to March 2016 <br /> <br /> <br />Program Area #4 Update CEMP OBJECTIVE Update the Kittitas County Comprehensive Emergency Management Plan by the end of 2016 with the <br />addition of a Threat and Hazard Identification and Risk Assessment (THIRA). The THIRA tool will help <br />update Kittitas County current threat and hazards specific to the county. The objective is to identify risks <br />associated with the whole community in Kittitas County by involving more stakeholders in the process. <br />This assessment will be attached to the CEMP to help with future incidents or events. The process will also <br />identify potential mitigation projects and training needs to better prepare the citizens of Kittitas County to <br />become more resilient. <br /> <br />Emergency Management Function: Hazard Identification, Risk Assessment, and Consequence Analysis <br />Performance Measure(s) that will be used to evaluate the program area <br />Target (intended outcome) Measurement (how to tell if success has been achieved) <br />KCEM will update the county CEMP to include a new THIRA. This <br />will help identify risks associated with Kittitas County. An updated <br />CEMP will point to potential mitigation projects. It will also help <br />educate and training citizens to become more resilient if a disaster <br />happens. <br /> <br />Submit revised CEMP to the State for review by end of <br />2016 <br /> <br /> ACTIVITIES 1 <br />Kittitas County CEMP update enhancement <br />Milestone: Submit a draft for approval by the State January 2016 to August 2016 <br /> <br /> <br />Program Area #5 Full scale MCI drill at the Ellensburg Airport OBJECTIVE KCEM will coordinate to conduct a full scale exercise at the Ellensburg airport. This exercise will simulate a <br />plane crash that produces a mass casualty incident (MCI). This will take place on April 22, 2016, and will be <br />combined with the Hospital Region 7 Alternative Care Facility (ACF) exercise. We will evaluate first <br />responder's response to an MCI at the airport, the Kittitas Valley Hospital on their response to the MCI, and <br />the county coroner's office (new county coroner) on mass fatality. <br />
