DHS-FEMA-EMPG-FFY 15 Page 24 of 30 Kittitas, County of, E16-157 <br />Exhibit C <br />15EMPG WORK PLAN <br />Emergency Management Organization: Kittitas County Emergency Management <br />The purpose of EMPG is to assist with the enhancement, sustainment and improvement of state, local, and tribal <br />emergency management programs. Activities conducted using EMPG funding should relate directly to the five <br />elements of emergency management: prevention, protection, response, recovery, and mitigation. Washington State <br />does not require a specific number of activities to receive EMPG funding. However, there are required capabilities <br />that must be conducted in order to remain eligible for EMPG funding, including but not limited to the ability to <br />communicate and warn, educate the public, train and exercise, plan, and be NIMS compliant. The Work Plan <br />delineates the Emergency Management Organization's emergency management program planning and priority focus <br />for this grant cycle (to include 15EMPG grant and local funds). <br /> <br />Program Area #1 Educate and train first responders and civilians on the response to wildland <br />fires OBJECTIVE Kittitas County Emergency Management (KCEM) will educate, prepare the whole community on all hazards <br />to include wildland fire. KCEM will continue the Firewise and Wildland Urban Interface (WUI) programs to <br />mitigate the effects of wildland fires to improve the preservation of life and property during an emergency <br />incident. With the ongoing construction in wooded areas, continual education is needed to reduce risk <br />due to the ever encroaching population in wildland areas. The program will focus in the Teanaway and <br />Pine Loc Sun areas in Kittitas County. <br /> <br />Emergency Management Function: Hazard Mitigation <br />Performance Measure(s) that will be used to evaluate the program area <br />Target (intended outcome) Measurement (how to tell if success has been achieved) <br />Wildland fire education program delivered, to include Firewise, in <br />the Teanaway and Pine Loc Sun area in Kittitas County reduces <br />risks associated with wildland fire. <br /> <br />85% of the residences in the Teanaway and Pine Loc Sun <br />area educated on Firewise. <br /> <br /> ACTIVITIES 1 <br />Teanaway and Pine Loc Sun area in Kittitas County educated in the Firewise program sustainment <br />Milestone: 25% of the residences in Teanaway and Pine Loc Sun <br />area educated August 2015 to April 2016 <br />Milestone: 65% remaining residences in the Teanaway and Pine <br />Loc Sun area educated April 2016 to June 2016 <br /> <br /> <br />Program Area #2 Communications Equipment for SWAT team OBJECTIVE Kittitas County SWAT is a multi-jurisdictional team comprised of members from the Kittitas County Sheriff's <br />Office, Cle Elum PD and the Central Washington University PD. The team's communications gear is <br />antiquated and ineffective. Current communication gear is an earbud which will be replaced with an active <br />headphone (enhance sounds, muffles loud noises) and a boom mic for better communication. The <br />objective is to equip the remaining five operators by early 2016. <br /> <br />Emergency Management Function: Communications and Warning <br />Performance Measure(s) that will be used to evaluate the program area <br />Target (intended outcome) Measurement (how to tell if success has been achieved) <br />New headsets will increase the operational effectiveness of the <br />entire team, leading to greater safety to the members by hearing <br />orders and communicating with others. <br /> <br />By the end of 2016 equip remaining 5 SWAT operators with <br />updated headsets. <br /> <br /> ACTIVITIES 1 <br />Purchase of new equipment enhancement <br />Milestone: Operators will have equipment by the end of May <br />2016 January 2016 to May 2016 <br />
