Section 2. The Ellensburg City Council authorizes use of a limit factor of 101 % for purposes <br />of calculating the highest lawful levy limit of the City of Ellensburg and protecting such future levy <br />capacity. <br />Section 3. Increases authorized herein shall be in addition to voter approved increases and <br />increases attributable to new construction, improvements to property, newly constructed wind turbines, <br />any increase in the value of state assessed property, any annexations that have occurred and reffinds <br />made. <br />Section 4.
