�il� n ',y <br />J <br />RESOLUTION NO.2015-Aq <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />ELLENSBURG, WASHINGTON, DECLARING A SUBSTANTIAL <br />NEED TO SET THE LEVY LIMIT FOR THE FISCAL YEAR <br />COMMENCING JANUARY 1, 2016, AT ONE PERCENT (1%) FOR <br />THE PURPOSE OF ENSURING SUFFICIENT REVENUE TO <br />CARRY ON GENERAL OPERATIONS, AND PAY DEBT <br />SERVICE OBLIGATIONS OF SAID CITY AS REQUIRED BY <br />LAW. <br />WHEREAS, the City Council of the City of Ellensburg has met and considered its budget for <br />2015-2016 biennial budget pursuant to RCW 84.55.120; and <br />WHEREAS, RCW 84.55.005 sets the default limit factor for taxing districts with a population of <br />10,000 or more at the lesser of 101 % or 100% plus inflation; and <br />WHEREAS, RCW 84.55.005 limits the increase in property taxes to the lower of one percent <br />over the prior year levy rate or the implicit price deflator (IPD), and the IPD is .251 for second quarter of <br />2015, and therefore the City is limited to 100.25 1 % without a declaration of substantial need by Council; <br />and <br />WHEREAS, RCW 84.55.0101 provides for use of a limit factor of 101% with a finding of <br />substantial need by a majority plus one Councilmembers (or five out of seven Councilmembers); and <br />WHEREAS, pursuant to RCW 84.55.120, the City Council of the City of Ellensburg held a <br />public hearing on November 2, 2015, to consider possible increases in property tax revenue for the <br />calendar year 2016; and <br />WHEREAS, the City's actual levy amount from previous year was $2,717,621; and <br />WHEREAS, the population of the city is more than 10,000; and <br />WHEREAS, the City Council of the City of Ellensburg, after considering all evidence and <br />testimony presented at the November 2, 2015 public hearing, has determined that, due to the need for <br />sufficient revenue to carry on general operations and pay debt service obligations, there is a substantial <br />need to increase the regular property tax limit factor above the rate of inflation. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />ELLENSBURG, WASHINGTON, AS FOLLOWS: <br />Section 1. The Ellensburg City Council authorizes use of a limit factor of one hundred and <br />one percent (101%) for purposes of setting regular property taxes to be levied by the City of Ellensburg <br />in 2016. <br />Substantial Need Resolution. - Page I ort (11102/15) <br />
