PURPOSE & DESCRIPTION: <br />The purpose of the FFY 2016 Homeland Security Grant Program (16HSGP) Is to support state and local efforts to prevent terrorism and other catastrophic <br />events and to prepare the Nation for threats and hazards that pose the greatest risk to the security of the United States. 16HSGP provides funding to <br />implement investments that build, sustain, and deliver the core capabilities essential to achieving the National Preparedness Goal (the Goal) of a secure and <br />resilient Nation. 16HSGP supports core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on <br />allowable costs. HSGP Is comprised of three interconnected grant programs: State Homeland Security Program (SHSP), Urban Areas Security Initiative <br />(UASI), and Operation Stonegarden (OPSG), Together, these grant programs fund a range of preparedness activities, including planning, organization, <br />equipment purchase, training, exercises, and management and administration, <br />The Department is the Recipient and Pass-through Entity of the 16HSGP Award, which is incorporated.in and attached hereto as Attachment #1, and is <br />making a subaward of funds to the Subrecipient pursuant to this Agreement. The Subrecipient is accountable to the Department for use of Federal award <br />funds provided under this Agreement. The Subreciplent's Work Plan (scope), Timeline (schedule) and Budget for the subaward are detailed in Exhibits C, <br />D, and E. <br />IN WITNESS WHEREOF, the Department and Subrecipient acknowledge and accept the terms of this Agreement, Including all referenced Exhibits and <br />Attachments which are hereby incorporated in and made a part hereof, and have executed this Agreement as of the date below. This Agreement Face Sheet; <br />Special Terms & Conditions (Exhibit A); General Terms and Conditions (Exhibit B); Work Plan/Approved Projects (Exhibit C); Timeline (Exhibit D); Budget <br />(Exhibit E); and all other documents, exhibits and attachments expressly referenced and Incorporated herein contain all the terms and conditions agreed <br />upon by the parties and govern the rights and obligations of the parties to this Agreement. No other understandings, oral or otherwise, regarding the subject <br />matter of this Agreement shall be deemed to exist or to bind any of the parties hereto. <br />In the event of an inconsistency in this Agreement, unless otherwise provided herein, the inconsistency shall be resolved by giving <br />precedence in the following order: <br />1. Applicable Federal and State Statutes and Regulations 4. Special Terms and Conditions <br />2. DHS/FEMA Award and program documents 5. General Terms and Conditions, and, <br />3. Work Plan/Approved Projects 6.
