1.Project Description -Please describe the project in detail.Indicate the major work to be <br />completed,any milestones that need to be overcome in order for the project to move <br />forward,and include a comparison of existing and proposed conditions. <br />The proposed project is to make renovations to the first floor of what is commonly called Roslyn's <br />Old City Hall with the possibilityof completing outside landscapingwhich would finalize a long- <br />term project.The work will preserve a significant historic structure and will be a model example <br />of geotourism in Upper Kittitas County.As defined,geotourism "sustains or enhances the <br />geographical character of a place -its environment,culture,aesthetics,heritage and the well- <br />being of its residents." <br />This rustic,vernacular structure was constructed at the turn of the 20th century as a recreational <br />and social hall for the town's coal miners and their families.The building is on both the National <br />and Local District Registers.The current condition of the building stems from 2001 when it was <br />badly damaged in the Nisqually Earthquake.It is an anchor building of the Roslyn National <br />Register Historic District and still in need of major repair.Community members,along with <br />various funders,have been working hard to stabilize and repair this public building for years. <br />The building renovationbegan in 2004 and the vision remains: <br />-Enhance the Roslyn community and the Upper Kittitas County region by expanding space <br />for the Roslyn Public Library and creating a Community Center for meetings,art,and <br />educational and cultural activities. <br />-Preserve a pivotal structure in Roslyn's historic district and expand its uses. <br />The building played a key role in the Roslyn's culture,providinga gathering space for reunions, <br />weddings,performances and funerals for many of Roslyn's 26 ethnic and cultural groups.The <br />need for a large community gathering space remains as much a need in 2016 as it did in 1902 <br />when coal company manager B.F.Bush financed the building as an "attractiveplace of recreation <br />place for miners." <br />Existing Conditions: <br />Thus far,the rehabilitationhas included a new foundation that is pinned to bedrock for seismic <br />stabilization,a concrete slab for the ground floor,removal of hazardous materials,and an updated <br />heating and cooling system.The ground floor space was once a public pool for Roslyn miners.It <br />now is an enclosed space with handicapped accessible restrooms,the City Council's meeting <br />chambers and temporary space for the public library.The first floor remains in a condition <br />unsuitable for public occupancyor use. <br />Proposed Conditions: <br />Requested funds will enhance the public space including the final home of the Roslyn Library and <br />a public space which can accommodate large groups.Funds will pay for structural improvements <br />4
