CITIZEN PARTICIPATION DOCUMENTATION <br />(FOR CDBG PUBLIC SERVICES GRANT ONLY) <br />At least one public hearing must be conducted by the county applicant prior to submitting the CDBG <br />application. The public hearing is to obtain citizens' views on community development and housing <br />needs and to receive input on proposed projects under consideration for CDBG funding. <br />Complete this form by following the steps below to meet the CDBG citizen participation requirements and <br />submit with your CDBG application. <br />• Complete/check all Yes or No statements. Check No if not applicable. <br />• Other than the assessment steps, there must be a Yes answer for each step to meet the CDBG <br />citizen participation requirements. <br />• Further instructions, such as paths to Census data on language spoken, are in the appendix. <br />• Attach the required documentation to this form with your CDBG application. <br />PUBLIC HEARING STEPS <br />ASSESSMENT <br />There are a significant number of non-English speaking residents in the community <br />to require additional outreach steps for the public hearing. <br />1. Using current census data for the local government, locate the percentage of <br />population that speaks English less than "very well". If it is more than 10%, it is <br />reasonable to expect non-English speaking residents could be interested in the <br />public hearing, so check Yes, otherwise, go to question 2. <br />2. If the beneficiaries of the proposed project will be largely non-English speaking <br />residents (such as a child care facility for farmworker families), then it is <br />reasonable to expect non-English speaking residents could be interested in the <br />public hearing, so check Yes. Otherwise check No. <br />If you check No based on other reasons, state them here; <br />YES I NO <br />MLD <br />NOTICE DEVELOPMENT YES NO <br />Develop the CDBG public hearing notice by one of the following steps: <br />1. 1 used the CDBG sample notice is in the appendix. ® ❑ <br />2. 1 received CDBG approval to use a notice with other wording than the CDBG ❑ <br />_ sample. <br />The public hearing notice states the hearing room is handicap accessible and j ® ❑ <br />accommodations for persons with special needs will be made upon request. <br />Because I answered YES under the ASSESSMENT step above, the notice states an N/A <br />interpreter will be available (even without advance request). ❑ <br />25 <br />
