<br />Served as the Executive Director of the Columbia Development Authority overseeing the planning,
<br />transfer, and redevelopment of a 17,000 acres Army chemical weapons depot. Redevelopment
<br />planning involved the creation of a 6,000 acre wildlife refuge with associated 1,500 acre commercial
<br />solar energy park, 7,500 acre National Guard training base, and 3,500 acre industrial park. The
<br />Columbia Development Authority is an intergovernmental consortium comprised of Morrow County,
<br />OR; Umatilla County OR; Port of Morrow; Port of Umatilla, and the Confederated Tribes of the
<br />Umatilla Indian Reservation.

<br />public sector clients. Served under contract as the circuit riding planning
<br />director for four Oregon and Montana jurisdictions. Served for 10 years as the
<br />executive director of the Montana Building Industry Association. As a private
<br />contracting firm served as the Director of Community Development for Baker
<br />City, Oregon. Legislative clients included Weyerhaeuser, Boeing, Washington
<br />Assn. of Business, Montana Wildlife Federation, counties, cities, and various
<br />developer interests in Montana, Washington, Oregon, and Virginia.

<br />Served as the chief administer for a regional homebuilder trade association of
<br />1,400 firms. Administered the industry's federal, state, and local governmental
<br />affairs program largely focused on issues of infrastructure, planning, growth
<br />management, and codes. Staff of 20 — annual combined program budget of $7
<br />million.
<br />Washington Forest Protection Association, Olympia, WA 1981-1985
<br />Director of Land -Use Programs
<br />Served as a local government and state legislative specialist in land -use
<br />planning related issues for a 110 year old forest products trade association
<br />representing 8 million acres of commercial forest and urban development
<br />property. Issues of forest land preservation, urban/forest interface conflict
<br />management, visual management of harvesting practices, shorelines
<br />protection, and rural community development were the primary focus.
<br />Spearheaded the adoption of model comprehensive plan and zoning provisions
<br />in 22 counties. Represented the industry in legislative affairs both at the state
<br />and national level.
