Section 3. Performance by Funding Recipient.
a. Funding Recipient shall not (by contract, operation of law or otherwise) delegate or

Services in accord with this Agreement, notwithstanding the County's knowledge of
defective or non -complying performance, or the substantiality or ease of discovering
the same. Funding Recipient shall provide the County with sufficient, safe, and
proper facilities and equipment for such inspection and free access to such facilities.

i. The Funding Recipient is obligated to follow Public Facility Fund COG policies in
effect at the time of grant award as reflected in the Resolution signature date
authorizing recipient contracting. COG policies may be obtained from the

I. Applicant Information (Please fill out below)
• Project Title: Ranger Station Road Sidewalk Improvements
• Total Request Amount: $250,000
• Applicant Name/Organization: City of Cle Elum
• Contact Person: Rob Omans
• Phone: (509) 656-4575
• Email: romans@cleelum.gov
• Mailinq Address: 119 West First Street, Cle Elum, WA 98922
Please respond to the questions in Sections 11-V/1 in a separate document or
presentation and submit with this cover sheet.
II. Project Overview
1. Project Description: Provide a detailed description of the infrastructure project, including its
purpose, scope, location, and anticipated economic development impact. Explain how the project
aligns with the Kittitas County Economic Development Strategic Plan (KCEDSP). Include visuals,
plans, or supporting materials if available.
The City of Cle Elum proposes to construct ADA-compliant sidewalk, curb and gutter, and curb ramps
along the east side of Ranger Station Road between Douglas Munro Boulevard and W. Second Street. All
improvements will be constructed within existing City right-of-way, eliminating the need for property
acquisition and allowing the project to proceed efficiently. The project will close a critical gap in the City's
pedestrian transportation network by connecting existing sidewalks on Douglas Munro Boulevard and W.
Second Street multimodal pathway, creating a continuous and accessible route between established
residential neighborhoods, the Second Street pathway, the local business district, and downtown Cie
Elum.
Currently, this segment of Ranger Station Road lacks pedestrian facilities, requiring residents and visitors
to walk along the roadway to reach nearby businesses and community destinations. The absence of
sidewalks creates safety concerns for pedestrians of all ages and abilities and limits safe access for
individuals with disabilities. Constructing a continuous ADA-compliant sidewalk will significantly improve
pedestrian safety, accessibility, and mobility while supporting the City's long-term transportation and
economic development objectives.
The project will improve access to businesses, employment opportunities, public services, and community
amenities while strengthening connections between residential and commercial areas. As Cie Elum
continues to experience residential and commercial growth, completing this missing pedestrian connection
will enhance the City's multimodal transportation system and support a more walkable, connected
community.
The project directly supports the goals of the Kittitas County Economic Development Strategic Plan by
investing in essential public infrastructure that promotes economic resilience, balanced growth, and
community investment. Safe and accessible transportation infrastructure enhances quality of life, supports
existing businesses, encourages private investment, and improves connectivity throughout the community.
By eliminating a significant gap in the pedestrian network, the project creates infrastructure that will benefit
residents, businesses, and visitors for decades while supporting continued economic development
throughout Cie Elum.
The attached vicinity map shows the project location in relation to key community features and recent
transportation improvements.
2. Economic Benefit: Describe how the project will foster economic development in the
community and/or Kittitas County. Include specific details on its potential to attract or retain
businesses, create jobs, and enhance the municipality's appeal to investors.
The Ranger Station Road Sidewalk Improvements will provide long-term economic benefits by providing
safe and convenient pedestrian access between residential neighborhoods and the local business districts.
Approximately 20 commercial properties are located within the business district immediately south of the
project corridor and will benefit from improved accessibility and increased pedestrian connectivity.
By providing a continuous ADA-compliant pedestrian route, the project will improve access for residents,
employees, customers, and visitors who choose to walk or who do not have access to personal vehicles.
Enhanced pedestrian access encourages greater interaction between neighborhoods and local businesses
while increasing customer visibility for retailers and service providers.
Investments in pedestrian infrastructure also improve the overall attractiveness of the community to
residents, visitors, and private investment. Walkable communities are increasingly recognized as desirable
locations for businesses and housing because they provide safe transportation alternatives, improve
quality of life, and strengthen connections between commercial and residential areas. The project will help
support continued business retention, encourage future private investment, and enhance the City's ability
to accommodate planned growth while maintaining a safe and accessible transportation network.
The City's commitment to improving pedestrian accessibility and enhancing the business community
demonstrates their strong local support and ensures that County investment will leverage permanent
public and private infrastructure improvements with lasting economic benefits.
3. Stakeholders: Identify all stakeholders supporting and/or benefiting from the project,
including municipalities, districts, nonprofits, or private entities.
The City of Cie Elum is the project sponsor and will own, operate, and maintain the completed
improvements. Primary beneficiaries include residents of the neighborhoods north and northwest of the
project corridor, commercial property owners, employees, customers, visitors, and individuals with
disabilities who rely on accessible pedestrian facilities. Approximately 20 businesses within the adjacent
commercial district will benefit from improved pedestrian access and increased connectivity to surrounding
neighborhoods.
Additional stakeholders include emergency responders, community organizations, and future residential
and commercial development that will utilize the completed pedestrian network. By improving access
between neighborhoods, businesses, and downtown destinations, the project provides broad community
benefits that extend well beyond the immediate project limits.
4. Indicate if the project is consistent with the following applicable State, Regional and Local
plans and priority processes (select one):
L Capital Facilities Plan — Officially adopted
V Comprehensive Plan — Officially adopted June 25, 2019
E Comprehensive Economic Development Strategy — Officially adopted
C Economic Development — Officially adopted
L Economic Development Strategic Plan — Officially adopted
5. Indicate which category applies to this project (select one):
SI' Public Facilities
Economic Development Office
-1 Economic Development Purposes
-1 Qualifying Provider
Affordable Workforce Housing Infrastructure or Facilities
6. Indicate the estimated number of businesses created/retained by the project (Enter as a
number, not as a percentage): 20
7. Indicate the estimated number of jobs created/retained by the project (Enter as a number,
not as a percentage): 300
III. Budget and Funding: Provide a detailed project budget, including the total cost and a breakdown of
expenses by phase and/or major category. Specify which portions or phases the grant will support.
The Ranger Station Road Sidewalk Improvements project is estimated to cost a total of $250,000.
Preliminary engineering is estimated to cost $21,920 with the remaining $228,080 for construction and
construction engineering. The City is applying for the full $250,000 maximum award which would cover the
design and construction of the complete project. However, the City is prepared to contribute any additional
cost necessary to complete the project.
1. Funding Sources: List all additional funding sources (e.g., grants, private partnerships, in -kind
contributions) and their current status (e.g., secured, pending, or proposed).
No additional funding sources are currently secured or being sought for this project, although the City is
prepared to contribute any additional costs necessary to complete the project.
2. Operations & Maintenance: Outline the plan for ongoing maintenance and operational funding
to ensure the infrastructure's long-term sustainability.
Upon completion, the sidewalk improvements will become part of the City's existing transportation
infrastructure system and will be maintained by the City of Cle Elum Public Works Department
using established maintenance programs and operating funds. Routine maintenance will include
inspections, snow and debris removal, vegetation management, ADA compliance maintenance,
and repair or replacement of damaged concrete as needed. Because the project will be
constructed in accordance with current City standards using durable materials, long-term
maintenance costs are expected to be minimal while providing decades of service to the
community.
IV. Project Timeline: Submit a comprehensive timeline detailing the project's current status and key
milestones, from initiation through completion.
Design plans are anticipated to be completed in spring 2027 with construction slated for summer
2027. Work items will include producing design plans for public works bidding, bidding and
securing a construction contractor, and constructing the project.

V. Feasibility and Risk Management
1. Feasibility: Assess the project's feasibility, including any completed studies, readiness to
begin, and likelihood of completion within the proposed timeline.
The proposed project is highly feasible and can be completed within the proposed schedule. All
improvements will be constructed within existing City right-of-way, eliminating the need for property
acquisition and significantly reducing project risk. No major environmental or permitting obstacles are
anticipated, and the project consists of straightforward sidewalk, curb, gutter, and ADA ramp
construction using well -established engineering and construction practices.
The City has successfully completed similar transportation improvement projects and has the technical
and administrative capacity to manage design, bidding, construction, and project closeout. The
proposed schedule provides sufficient time to complete design, advertise the project for competitive
bids, and construct the improvements within the funding period.
2. Risk Management: Identify potential risks (e.g., delays, budget overruns) and propose
mitigation strategies to address them.
Potential project risks include construction cost escalation, unforeseen site conditions or delays
associated with construction. With respect to budget, an 8% contingency was included in the estimate
for any unforeseen obstacles and inflation considerations.
A. Measurements & Reporting: Describe the metrics and methods you vvill use to
evaluate the project's economic impact post -completion.
Economic outcomes will be monitored by tracking business license activity, taxable retail sales within the
community, and continued commercial investment in the surrounding area. The City will also evaluate
increased accessibility to approximately 20 adjacent businesses and document the project's contribution
to improving the overall walkability, safety, and attractiveness of Cie Elum's business district. These
measures will help demonstrate how strategic investment in public infrastructure supports long-term
economic development and community vitality.

10
showing a direct or indirect connection to the Kittitas County
Economic Development Strategic Plan (KCEDSP). An applicant
might reference specific KCEDSP goals (e.g., position the
County for targeted real estate development) and explain how
the project supports those objectives.
Feasibility: An application satisfies this by providing evidence
20
of readiness, such as completed feasibility studies, secured
permits, or a detailed timeline for completion.
Collaboration: This is achieved by identifying multiple
