The used fleet is available as a time-limited, single-lot offering; comparable units in like quantity, condition, and configuration are not reasonably available through a normal competitive-bid period; and the documented purchase price is fair and reasonable based on staff inspection and market research. BE IT FURTHER RESOLVED, the Board finds that conducting a formal competitive solicitation would not result in meaningful competition for the exact used units offered by the Vendor and would likely cause the County to lose the opportunity to acquire the fleet on the stated terms. Accordingly, the Board hereby waives formal competitive bidding requirements for this purchase pursuant to RCW 36.32.270 and RCW 39.04.280(1)(b). BE IT FURTHER RESOLVED, the purchase shall be charged, accrued, or otherwise accounted for in accordance with County financial procedures and the applicable KVEC capital or operating budget authority. BE IT FURTHER RESOLVED, The Board ratifies and confirms its September 28, 2026, authorization of this purchase. The Board further ratifies all reasonable and necessary actions taken by the KVEC Director or County staff on or after September 28, 2026, to inspect, evaluate, negotiate, reserve, document, and otherwise procure the authorized golf-cart purchase, provided that such actions are consistent with this Resolution and that the total purchase cost does not exceed the amount authorized.
