RESOLUTION
NO. 2026 -_____________
IN THE MATTER OF APPROVAL OF THE FINAL DEVELOPMENT PLAN FOR
PARKE CREEK LANDING PLANNED UNIT DEVELOPMENT (PD-24-00002 AND LP-24-
00004)
WHEREAS, an open record hearing was held by the Kittitas County Hearing Examiner on November 24,
2025 for the purpose of considering a zone change consisting of approximately 185.30 acres from Rural
Recreation to Planned Unit Development and a nine-lot plat located off Parke Creek Road approximately
5 miles northeast of Kittitas in SEC 34 TWP 20 RGE 18; in Kittitas County. Parcel number 295134.
WHEREAS, On February 3, 2026, The Board of County Commissioners held a public meeting to consider
the Kittitas County Hearing Examiner’s recommendation of approval of the Parke Creek zone change (aka
Parke Creek Landing PUD); and
WHEREAS, On February 3, 2026, The Board of County Commissioners approved the Parke Creek zone
change with ordinance 2026-001 and
WHEREAS, According to Kittitas County Code 17.36.040 (the code in place at the time of ordinance 2026-
001), following approval of the preliminary planned unit development plan by the County, and before lot
sales or building construction commences, the developer (owner) shall submit a final planned unit
development plan for approval by the Board of County Commissioners; and
WHEREAS, On April 7, 2026, Laura Hinkle, authorized agent for the developer (owner), submitted a final
development plan for phases 1-3 for the Parke Creek Landing PUD; and
WHEREAS, CDS staff and other relevant agencies reviewed the final development plan for conformance
with the preliminary approval conditions as expressed in the preliminary approval ordinance 2026-001; and
WHEREAS, On November 3, 2026 the Kittitas County Board of County Commissioners during agenda
reviewed the submission materials and considered staff recommendation of approval for the Parke Creek
Landing Final Development Plan Phases 1-3 (PD-24-00002 and LP-24-00004); and
WHEREAS, The Board of County Commissioners reviewed the final development plan for conformance and
approved the Parke Creek Landing Final Development Plan Phases 1-3 as recommended by CDS staff with a
vote of ___- ___;
WHEREAS, The following FINDINGS OF FACT have been made concerning said development:
1. On February 3, 2026 the Board of County Commissioners signed Ordinance 2026-001 granting
approval of the Parke Creek Landing Zone Change and associated Long Plat Subdivision.
2. The proposal was a preliminary planned residential development totaling 36 units, an ORV park,

Recreational vehicle storage lot and open space on approximately 206.78 acres. (Ordinance
2026-001).
3. According to Kittitas County Code 17.36.040, following approval of the preliminary
development plan by the County, a final planned unit development plan shall be submitted to the
Department of Community Development Services of Kittitas County meeting various criteria and
before lot sales or building construction commences, the developer (owner) shall submit a final
development plan for approval by the Board of County Commissioners.
4. The applicant submitted a final development plan for phases 1-3 to Community Development
Services on April 7, 2026.
5. Community Development Services staff have determined that the planned unit development
project is consistent with the preliminary planned unit development plan approved in 2026 and
meets the conditions imposed by Ordinance 2026-001.
6. The subject property is located off Parke Creek Road approximately 5 miles northeast of Kittitas
in SEC 34 TWP 20 RGE 18; in Kittitas County. Parcel number 295134.
7. The proposed location, phasing, and development character is consistent with the plans
previously approved in 2025, and further meets the timelines of the Code.
8. On November 3, 2026 the Board of County Commissioners approved the submitted final
development plan in conformance with Ordinance 2026-001 with a vote of ___- ___ as
conditioned.

NOW THEREFORE,
BE IT HEREBY RESOLVED by the Kittitas County Board of County Commissioners, after due
deliberation and in the best interest of the public, does hereby approve final development plan phases 1-3 for
the Parke Creek Landing PUD (PD-24-00002 and LP-24-00004) consistent with:
