ACTION REQUESTED: Request to review and authorize the sale of bowling alley
BACKGROUND: Kittitas County owns the real property commonly known as the Bowling
Alley, located at 830 N. Poplar Street, Ellensburg, Washington,
consisting of Assessor’s Parcel Nos. 183734, 193734, 133734, 043734.
In 2021, the County issued a Request for Proposals under KCC 2.81 that
solicited proposals for lease, lease with option to buy, or purchase of
the property. C.R. Wales Investments was selected through that process.
The County and C.R. Wales Investments entered into a Lease Agreement
dated January 1, 2023. Section 4, First Right to Purchase, of the Lease grants
C.R. Wales Investments an option to purchase the property for
$860,000, subject to the terms of the Lease. On July 1, 2026, C.R.
Wales Investments provided written notice exercising that option.
The proposed Purchase and Sale Agreement and closing documents are
intended to implement the timely exercised option in the existing
Lease. The proposed transaction does not change the purchaser, purchase
price, or property subject to the option as recommended by the prosecutor’s office.
INTERACTION: Most recently, this item was reviewed in the 10/15 executive session but has been
discussed across several different study sessions over the last year.
ACTION REQUESTED: Approve the proposed Resolution, authorizing the sale of the property
to C.R. Wales Investments pursuant to the exercised option in the
January 1, 2023, Lease Agreement; approve the attached Purchase and Sale
Agreement; and authorize the Chair of the Board of County Commissioners
to execute the Purchase and Sale Agreement, deed, closing instructions,
and other documents necessary to complete the sale, provided they are
consistent with the Lease and approved Purchase and Sale Agreement.
RECOMMENDATION: Approve the requested resolution and authorize execution of the
identified closing documents.
