RESOLUTION NO. 2026 - _____
A RESOLUTION AUTHORIZING THE SALE OF REAL PROPERTY LOCATED AT
830 N. POPLAR ST. ELLENSBURG WA AND AUTHORIZING THE CHAIR OF THE
COUNTY COMMISSIONER’S SIGNATURE ON THE REAL ESTATE PURCHASE
AND SALE AGREEMENT AND CLOSING DOCUMENTS.
WHEREAS Kittitas County owns certain real property commonly known as the “Bowling
Alley,” located at 830 N. Poplar Street, Ellensburg, Washington, and identified by
Parcel Nos. 183734, 193734, 133734, and 043734 (collectively, the “Property”);
and
WHEREAS, On July 19, 2022, in accordance with KCC 2.81, the County authorized issuance of
a Request for Proposals (“RFP”) seeking proposals to lease, lease with an option
to purchase, or purchase the Property for its remodeling or redevelopment; and
WHEREAS The RFP expressly advised proposers that the lease arrangement included a first
right to purchase at the end of the lease term, at an established purchase price and
subject to the terms identified in the RFP and resulting lease; and
WHEREAS, C.R. Wales Investments, submitted a proposal in response to the RFP; and
WHEREAS, Following the County’s competitive procurement and evaluation process, County
selected C.R. Wales Investments as the successful proposer; and
WHEREAS, the County and C.R. Wales Investments thereafter entered into a Lease Agreement
dated January 1, 2023, which contains a provision that allows C.R. Wales
Investments the first right to purchase the Property upon expiration of the Lease
for the purchase price of Eight Hundred Sixty Thousand Dollars ($860,000.00);
and
WHEREAS, On July 1, 2026, C.R. Wales Investments timely delivered written notice
exercising its first right to purchase the Property in accordance with the terms of
the Lease; and
WHEREAS the real estate purchase and sale agreement implements the existing Lease and does
not constitute a new competitive procurement or new discretionary selection of
buyer.
NOW THEREFORE, BE IT RESOLVED that the Kittitas County Board of Commissioners
finds that is in the best interest of the County to sell the Property located at 830 N. Poplar St,
Ellensburg, WA, parcel nos. 183734, 193734, 133734 and 043734 to C.R. Wales Investments.

BE IT FURTHER RESOLVED, The Board of County Commissioners of Kittitas County,
Washington does hereby authorize the Chair’s signature on the Real Estate Purchase and Sale
Agreement attached hereto as Exhibit A, and to sign any other documents necessary to complete
the sale.
