SHERIFF'S OFFICE
AGENDA STAFF REPORT
AGENDA DATE: November 3, 2026
ACTION REQUESTED: Request to Approve the Professional Services Agreement
between Kittitas County and Ellensburg Family Medicine (Modification of this existing
agreement)
BACKGROUND: The purpose of this modification is to allow for additional
compensation for administrative fees, compensation for malpractice coverage cost
increase, and additional nursing hours in 2027. The total cost to the Contractor will
increase from no greater than $304,500 to no greater than $383,475 annually, reflecting
an estimated cost of the additional personnel and services of $78,975.
Breaking down the requested increase is as follows:
Original Contract for Medical Services was adjusted to $290,000 with an increase of 5%
yearly. Fiscal Year 2026 made the contract $304,500 and for 2027 it will cost the county
$319,725 for Medical Services and 1 full-time nurse as stated in the current contract with
CompassDirect SH21-044.
In the state of Washington, malpractice insurance has dramatically increased, and many
jails are suffering either large budget demands or losing medical providers because of this
estimated increase of 25% over the last couple of years and forecasted forward. To offset
this cost, the request is to provide an additional $61,250 (which increase based on
numbers provided by CompassDirect) in 2027 to CompassDirect to ensure the jail still
has the necessary medical services, with insurance.
Finally, there are extenuating circumstances where a nurse scheduled to be off ended up
staying to assist Jail staff on an emergency, usually saving from sending the individual to
the emergency room and all costs associated, but accrues during this a minimal amount of
overtime that CompassDirect is not compensated for. The jail is requesting $2,500 in
2027 to help cover those unexpected overages.
Current Contract for FY26 $304,500
+ 5% increase at $15,225
+ increase in malpractice insurance at $61,250
+ additional funding for Nurse OT at $2,500
= $383,475 (increase of $78,975)
INTERACTION: The Kittitas County Prosecuting Attorney's Office has reviewed and
approved.
