BOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION NO. 2026-____ RESOLUTION APPROVING THE INTERLOCAL AGREEMENT FOR THE KITTITAS COUNTY REGIONAL ADVOCACY AND FUNDING CONSORTIUM AND AUTHORIZING EXECUTION WHEREAS: RCW 39.34.030 authorizes public agencies to enter into interlocal agreements for joint or cooperative action, and requires approval by resolution, ordinance, or other action of the governing bodies of participating public agencies; and WHEREAS: Kittitas County, the City of Ellensburg, the City of Kittitas, the City of Cle Elum, the City of Roslyn, the Town of South Cle Elum, and Central Washington University propose to enter into an Interlocal Agreement establishing the Kittitas County Regional Advocacy and Funding Consortium (the "Agreement"); and WHEREAS: the Agreement provides a countywide framework for coordinated federal advocacy, legislative and regulatory engagement, appropriations support, strategic funding planning, grant consulting, and related activities, while preserving the independent authority of each participating public agency; and WHEREAS: the Agreement designates Kittitas County as the administrator of the joint undertaking and provides for coordination through the Kittitas County Conference of Governments and Central Washington University, without creating a separate legal entity; and WHEREAS: the Board finds that approval of the Agreement, subject to the conditions stated in this Resolution, serves the public interest and promotes efficient intergovernmental coordination for the benefit of Kittitas County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Kittitas County, Washington, as follows: Section 1. The Board approves the Interlocal Agreement for the Kittitas County Regional Advocacy and Funding Consortium, substantially in the form presented to the Board and incorporated herein by this reference. Section 2. Before the County executes the Agreement, the final County-The Ferguson Group, LLC statement of work shall be attached as Exhibit A-1 to the Agreement or expressly incorporated by reference with a copy made available to each Party, consistent with Section 3 of Exhibit A to the Agreement. The final Agreement may include non -substantive revisions approved by the Kittitas County Prosecuting Attorney's Office that do not increase the County's financial allocation or materially alter the County's rights or obligations. Section 3. The Chair of the Board is authorized to execute the Agreement on behalf of Kittitas County after the condition in Section 2 is met and after execution is authorized or completed by the other participating Parties, as applicable. Section 4. The County's obligations under the Agreement remain subject to appropriation of funds or other legally authorized budget authority. This Resolution does not independently authorize optional services, reimbursable expenses, amendments, or a County-The Ferguson Group, LLC contract; each must be separately authorized as required by applicable law, County procurement and contracting requirements, and County budget authority. Section 5. County staff are authorized to take the administrative actions necessary to implement this Resolution and to ensure the Agreement is filed, posted, or otherwise made publicly available as required by chapter 39.34 RCW and other applicable law. Section 6. This Resolution is effective immediately upon adoption. Dated this __________ day of ______________________, 2026.
