Page 1 of 2 <br />Information Technology “Agenda Session Staff Report”, 10/6/2026 <br />KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />AGENDA SESSION STAFF REPORT <br /> <br /> <br />SESSION DATE: October 6, 2026 <br /> <br />TOPIC: Request to approve Microsoft Purview Data Security Strategy SOW under <br />existing MSA with Trace3, LLC <br />ACTION REQUESTED: Approval <br /> <br />LEAD STAFF: <br /> <br />Zane Kinney, Assistant Director, Information Technology <br /> <br />RECOMMENDATION: <br /> <br />Request to approve Microsoft Purview Data Security Strategy SOW under existing MSA <br />with Trace3, LLC <br /> <br />BRIEFING SUMMARY: <br /> <br />• The County’s current Public Records Act and litigation-hold processes are <br />decentralized and largely manual, requiring Central IT to collect, search, and de- <br />duplicate records from individual devices. <br />• The project will configure and operationalize Microsoft Purview eDiscovery <br />capabilities already included in the County’s Microsoft 365 G3 licensing. <br />• The work will establish centralized, auditable eDiscovery processes; departmental <br />access boundaries; preservation-in-place litigation holds; and improved export <br />processes for legal review. <br />• The anticipated project period is approximately November 1, 2026, through <br />January 31, 2027. <br /> <br /> <br />INTERACTION: <br /> <br />• Kittitas County: Project sponsor and client; Central IT will coordinate <br />implementation, access, testing, and departmental participation. <br />• County departments and agencies: Up to 24 departments/agencies will be <br />included in the eDiscovery access-boundary and compliance-filter configuration. <br />• Trace3, LLC: Contractor providing remote project management, technical <br />design, implementation, documentation, validation, and knowledge transfer. <br />• Public Records Officer and departmental designees: Users who will support <br />scoped searches, records-response workflows, and related eDiscovery activities. <br /> <br />
