HVE_IAA_Agreement_Kittitas County Sheriff's Office  INTERAGENCY AGREEMENT BETWEEN THEWashington Traffic Safety CommissionANDKittitas County Sheriff's OfficeTHIS AGREEMENT is made and entered into by and between the Washington Traffic Safety Commission,hereinafter referred to as “WTSC,” and SUB RECIPIENT NAME Kittitas County Sheriff's Office, hereinafterreferred to as “SUB-RECIPIENT.”NOW THEREFORE, in consideration of the authority provided to WTSC in RCW 43.59 and RCW 39.34,terms, conditions, covenants, and performance contained herein, or attached and incorporated and madea part hereof, the parties mutually agree as follows: <br /> 1.PURPOSE OF THE AGREEMENT:The purpose of this Agreement is to provide funding, provided by the United States Department ofTransportation (USDOT) National Highway Traffic Safety Administration (NHTSA) and allowed under theAssistance Listings Catalog of Federal Domestic Assistance (CFDA) numbers 20.600 and 20.616 fortraffic safety grant project 2027-HVE-6083-Region 12 HVE, specifically to provide funding for the lawenforcement agencies in WTSC Region 12 to conduct straight time or overtime enforcement activities(traffic safety emphasis patrols) as outlined in the Statement of Work (SOW), in support of Target Zeropriorities. The Target Zero Manager (TZM) and/or the Law Enforcement Liaison (LEL) shall coordinate theSOW with the SUB-RECIPIENT with the goal of reducing traffic crashes.WTSC grant 2027-HVE-6083-Region 12 HVE was awarded to the WTSC Region 12 to supportcollaborative efforts to conduct HVE activities. By signing this agreement, the SUB-RECIPIENT can seekreimbursement for straight time or overtime for approved law enforcement activity expenses incurred asa participant in the region’s HVE grant.2.PERIOD OF PERFORMANCEThe period of performance of this Agreement shall commence upon the date of execution by both parties,but not earlier than October 1, 2026, and remain in effect until September 30, 2027, unless terminatedsooner, as provided herein.3.SCOPE OF WORK3.1.1 Problem ID and/or OpportunityAlthough Washington has experienced encouraging declines in traffic fatalities since the record-high yearof 2023, traffic deaths remain substantially above pre-pandemic levels, and risky driving behaviorscontinue to claim hundreds of lives each year. After reaching 809 fatalities in 2023, the highest annualtotal since 1990, fatalities declined to 737 in 2024 and an estimated 659 in 2025. Despite this progress,Page 1 of 21
