KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: October 6, 2026 <br />ACTION REQUESTED: Request to Approve a Resolution to Award the Contract for the <br />Whiskey Creek at Ellensburg Water Company Inverted Siphon <br />Project and Authorize the Water Resources Manager to execute <br />the same. <br />BACKGROUND: On September 1, 2026, the BOCC approved a Notice of Call for <br />Sealed Bids for the construction of the Whiskey Creek at <br />Ellensburg Water Company Inverted Siphon Project. Sealed bids <br />were opened publicly on September 24, 2026, at Kittitas County <br />Public Works. There were seven (6) qualified bids received, and <br />one (1) bid received deemed unresponsive. The lowest <br />responsive bid being from Brumfield Construction, Inc. in the <br />amount of $1,483,530.00. Sales tax will also be applied. <br />The Engineer's Estimate for said project is $2,100,000.00 and <br />the project will be funded with flood control zone district levy <br />funding. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve the Resolution to Award the Contract for the Whiskey <br />Creek at Ellensburg Water Company Inverted Siphon Project <br />and Authorize the Water Resources Manager to execute the <br />same. <br />HANDLING: Return one (1) copy to Public Works. <br />ATTACHMENTS: Resolution with Bid Tab. <br />LEAD STAFF: Arden Thomas, Water Resources Manager <br />
