KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: October 06, 2026 <br />ACTION REQUESTED: Authorize the Publication of a Request for Qualifications <br />Supporting the Kittitas County Repetitive Loss Area Analysis. <br />BACKGROUND: Kittitas County Public Works has been selected to receive funding <br />for a Repetitive Loss Area Analysis (RLAA) by the Flood <br />Response: County Risk and Needs Assessment Grant Program, <br />administered by the Washington Military Department, Emergency <br />Management Division. The RLAA will evaluate Yakima, <br />Teanaway, and Middle Fork Teanaway River repetitive loss <br />properties and adjacent properties exposed to the same flooding <br />source and potential property/structure mitigation actions. Public <br />Works desires consulting services to assist in preparing the RLAA. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Direct staff issue the proposed Request for Qualifications. <br />HANDLING: Return one (1) original to Public Works. <br />ATTACHMENTS: Notice of Request for Qualifications; Request for Qualifications. <br />LEAD STAFF: Arden Thomas, Water Resource Program Manager <br />
