KITTITAS COUNTY <br />LAND USE HEARING EXAMINER <br />IN THE MATTER OF ) FINDINGS OF FACT, <br />CONCLUSIONS OF LAW, <br />LP-19-00003 ) CONDITIONS OF APPROVAL <br />Wallace Ranch Conservation Plat ) AND DECISION <br />THIS MATTER having come on for hearing in front of the Kittitas County Hearing Examiner on <br />March 11, 2021, the Hearing Examiner having taken evidence hereby submits the following Findings <br />of Fact, Conclusions of Law and Decision: <br />I. FINDINGS OF FACT <br />1. Charles Marshall, authorized agent for Robert Wallace and Wallace Ranch II, LLC, <br />landowner, submitted an application for a 58 detached residential lot conservation plat <br />through 6-8 phases. The proposal includes three development areas over 1,163.7 acres. The <br />proposed lots range in size from 2 acres to 5 acres. Eighteen of the proposed lots are within <br />Shoreline jurisdiction requiring a separate Shoreline Substantial Development permit. <br />2. The project area is located approximately 3 miles east of the City of Cle Elum along the <br />Yakima River. It includes 72 parcels owned by Wallace Ranch II, LLC. Zoning and Development Standards: The subject property is located within the Forest and <br />Range zoning designation and a Rural Working land use designation.
