KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />AGENDA STAFF REPORT <br /> <br />DATE: October 6, 2026 <br /> <br />ACTION REQUESTED: Request to Approve Change Order No. 16 <br />______________________________________________________________________________ <br /> <br />BACKGROUND: Kittitas County Solid Waste is requesting approval of Change Order No. <br /> 16 for the Lower Valley Transfer Station project. Change Order No. 16 <br /> incorporates COP 77 and COP 78. COP 77 adds fencing between the <br /> aerated static pile (ASP) composting area and the leachate ponds for <br /> $16,493.46. COP 78 provides additional structural framing, attachments, <br /> and column support for the north wall of the MRW facility for <br /> $10,519.29 and includes an 87-calendar day contract extension, revising <br /> the completion date from July 14 to October 9,2026. The combined <br /> change order is $27,012.75 plus Washington State sales tax, increasing <br /> the total contract amount to $22,268,103.45 including tax. <br /> <br />INTERACTION: Kittitas County Solid Waste, Belsaas & Smith Construction, and SCS <br />Engineers <br />RECOMMENDATION: Board approval of Change Order No. 16 and authorize the Chair to sign <br />the Change Order Acceptance Letter. <br />HANDLING: Original- Clerk of Board <br /> <br />ATTACHMENTS: Change Order No. 16; COP 77; COP 78 <br />LEAD STAFF: Jesse Cox, Solid Waste Director <br /> <br /> <br />
