The subject parcel is located west of S Railroad Ave in Ellensburg, WA. <br />The parcel totals 20 acres. Critical areas and flood plain cover a total of 3 acres of the <br />parcel. Per KCC17.13.020 frequently flooded areas are eligible to be a sending site. <br />After a review of the application materials and a site visit, staff have determined that <br />the parcel qualifies for the transfer of development rights. When signed and recorded, <br />the TDR conservation easement will create eighteen (18) development right <br />certificates.
