KITTITAS COUNTY
SHERIFF’S OFFICE

AGENDA STAFF REPORT

AGENDA DATE: October 6th, 2026

ACTION REQUESTED: Request to Approve the Professional Services Agreement
Between Kittitas County and CompassDirect Healthcare.

BACKGROUND: CompassDirect Healthcare intends to provide 24/7/365 access to
medically trained personnel to provide prompt access to treatment for Opioid Use
Disorder (OUD). Nursing staff will be in the facility daily, with access to prescribers via
telephone always. While there are numerous benefits to be realized from implementation
of our proposal, there are three essential objectives that are succinctly summarized below:
- Continue access to Medications for Opioid Use Disorder (MOUD) in KCJ.
- Reduce risk to incarcerated individuals by managing opioid withdrawal safely
through utilization of buprenorphine in line with current BJA guidelines, or other
best practice protocols.
- Coordinate care for incarcerated individuals being released back into the
community, reducing recidivism and poor outcomes for individuals with untreated
OUD, including working with other programming and reentry services in KCJ.

INTERACTION: The Kittitas County Prosecuting Attorney’s Office has reviewed and
approved.

RECOMMENDATION: Request to Approve the Professional Services Agreement
Between Kittitas County and CompassDirect Healthcare.

HANDLING: Return one fully executed original to the Sheriff’s Office.

LEAD STAFF: Lt. Edward Buntin
