The applicant wants to remove the development rights from three (3) <br />parcels and place the parcels in a conservation easement. The subject parcels are <br />located east of Reecer Creek Road, south of Bender Road and adjacent to the Palouse <br />to Cascades Trail. The three (3) parcel total 28.7 acres and are partially or wholly <br />covered by critical areas and flood plain. Per KCC17.13.020 frequently flooded areas <br />are eligible to be a sending site. After a review of the application materials and a site <br />visit, staff have determined that the parcels qualify for the transfer of development <br />rights. When signed and recorded, the TDR conservation easement will create one <br />hundred sixty-seven (167) development right certificates.
