<br />2026-08-11 MINUTES 1 <br /> <br />KITTITAS COUNTY <br />FINANCE STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Special Meeting <br /> <br />TUESDAY 10:00AM August 11, 2026 <br /> <br />Board members present: Brett Wachsmith, Laura Osiadacz <br />Staff: Zack DeHaven, Sue Patterson, Reid Burbank, Josh Fredrickson, Chris Whitsett, Clay <br />Myers and Nancy Shaff <br />Meeting called order at 10:00AM <br />Citizen Comment: None <br />Consider Road Diversion for Traffic Safety Services (Discussion/Decision) <br /> Zack DeHaven presented information regarding whether to reinstate the Road Fund diversion to <br />the General Fund for 2027. The diversion has not been taken since 2022. Reinstating the <br />diversion would provide approximately $400,000 in additional General Fund revenue but would <br />reduce funding available for Road Fund maintenance and capital projects. The Commissioners <br />discussed the financial impact on both funds. <br />Motion: A motion was made to reinstate the Road Fund diversion for 2027 at roughly 50% <br />split. The total diversion was set at 200,000K in diversion from road levy to the General <br />Fund in support of traffic safety related activities. The motion passed. <br />Unfreeze Funding for Sheriff’s Office Deputy Position in 2026 (Discussion/Decision) <br />Zack DeHaven presented a request to unfreeze a Deputy Sheriff position for the remainder of <br />2026. The position is currently on the approved FTE roster but was frozen during the 2026 <br />budget process. Staff noted the position is included in the 2027 Preliminary Budget and that <br />unfreezing the position would support patrol operations while reducing future budget flexibility. <br />The Board reviewed the estimated 2026 fiscal impact of approximately 25,000K and discussed <br />the request. <br />Commissioner Laura Osiadacz moved to unfreeze the Deputy Sheriff position for the <br />remainder of 2026. Commissioner Brett Wachsmith seconded the motion. The motion <br />passed. <br /> <br />
