09/15/2026 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. SEPTEMBER 15, 2026 <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz; Commissioner Jeff Leichleiter. <br /> <br />Others: Mandy Buchholz, Office Administrator; Jodi Larsen, Office <br />Administrator; Public Works Director, Josh Fredrickson; Community <br />Development Services Director, Chad Bala; Planner II, Jeremy <br />Johnston; Public Health Administrator, Chelsey Loeffers; <br />Environmental Health Manager, Melissa Schumaier; Deputy Public <br />Health Director, Erin Moore; and 4 members of the public. PUBLIC HEARING KITTITAS COUNTY CONSERVATION DIST. RATE RENEWAL BOCC <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to review <br />the Kittitas County Conservation District’s renewal of the system of <br />rates and charges. <br /> MANDY BUCHHOLZ, BOCC OFFICE ADMINISTRATOR on behalf of the PROSECUTING ATTORNEY’S OFFICE requested the Public Hearing be <br />continued with open record until, October 6, 2026, at 2:00 p.m., to <br />allow sufficient time for legal review. VICE-CHAIRMAN OSIADACZ moved to continue the Public Hearing until <br />2:00 p.m. October 6th, 2026, noting the record to remain <br />openCOMMISSIONER LEICHLEITER seconded. Motion approved 3-0. <br /> PUBLIC HEARING CWU LEASE FOR PROPERTY AT BOWERS FIELD PUBLIC WORKS <br />At 2:02 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />a land use agreement with Central Washington University at Bowers <br />field. <br /> PUBLIC WORKS DIRECTOR JOSH FREDRICKSON requested the Public Hearing <br />be continued with open record, until October 6, 2026, at 2:00 p.m. <br />He said at this time not all of the parties have had the opportunity <br />to fully review the contract terms and agreements. <br /> VICE-CHAIRMAN OSIADACZ moved to continue the Public Hearing until <br />October 6, 2026, at 2:00 p.m., noting the record is to remain open. COMMISSIONER LEICHLEITER seconded. Motion passed 3-0 PUBLIC HEARING DATA CENTER MORATORIUM EXTENSION CDS
