2026-09-22 MINUTES <br />KITTITAS COUNTY <br />HR STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 W 5TH AVE., ROOM 108, ELLENSBURG <br />Regular Meeting <br /> <br />TUESDAY 10:00 AM 9/22/2026 <br /> <br />Board Members Present: Brett Wachsmith, Laura Osiadacz, Jeff Leichleiter <br />Others Present: Bryan Elliott, Andrew Yoder, Therese Murphy, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (1 MINUTE TIME LIMIT) <br />None. <br />REQUEST TO APPROVE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN KITTITAS <br />COUNTY AND LOCAL 792CH (COURTHOUSE) TO RECOGNIZE AND CLASSIFY ELECTIONS <br />DEPUTY <br />Auditor Elliott presented a request to create an Elections Deputy position to fill the vacancy created by the <br />promotion of the Chief Administrator. He also requested to reclassify the current Certified Deputy Auditor II to <br />Elections Deputy. Commissioner Osiadacz moved to approve an MOU with Local 792CH to recognize and <br />classify the Elections Deputy position. Commissioner Wachsmith seconded the motion. Motion was approved; <br />3:0. <br />EXECUTIVE SESSION – RCW 42.56.110(1)(G) <br />To evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. <br />However, subject to RCW 42.30.140(4), discussion by a governing body of salaries, wages, and other conditions of <br />employment to be generally applied within the agency shall occur in a meeting open to the public, and when a governing <br />body elects to take final action, hiring, setting the salary of an individual employee or class of employees, or discharging <br />or disciplining an employee, that action shall be taken in a meeting open to the public. <br />Chairman Wachsmith amended the agenda to correct the scrivener’s error in the agenda item from “RCW <br />42.56.110(1)(g)” to “42.30.110(1)(g).” At 10:05 AM, Chairman Wachsmith announced the Board would recess <br />into an Executive Session for 20 minutes under RCW 42.30.110(1)(g) to discuss the performance of a public <br />employee. No action anticipated. The Executive Session was attended by the Board, HR Director Killgore, and <br />Deputy Prosecutor Murphy. At 10:25 AM, the Chair announced that the Executive Session would be extended for <br />two additional minutes for the same purpose. The Board reconvened out of Executive Session at 10:27 AM with <br />no action taken. <br />OTHER BUSINESS <br />Commissioner Osiadacz discussed the previous day’s Finance Study Session and staffing trends. Deputy <br />Prosecutor Murphy provided an update about the work the Records Management Committee has been doing on <br />the committee’s bylaws.
