Page 1 of 2 Information Technology “Agenda Session Staff Report”, 10/6/2026 KITTITAS COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA SESSION STAFF REPORT SESSION DATE: October 6, 2026 TOPIC: Request to approve Microsoft Purview Data Security Strategy SOW under existing MSA with Trace3, LLC ACTION REQUESTED: Approval LEAD STAFF: Zane Kinney, Assistant Director, Information Technology RECOMMENDATION: Request to approve Microsoft Purview Data Security Strategy SOW under existing MSA with Trace3, LLC BRIEFING SUMMARY: • The County’s current Public Records Act and litigation-hold processes are decentralized and largely manual, requiring Central IT to collect, search, and de- duplicate records from individual devices. • The project will configure and operationalize Microsoft Purview eDiscovery capabilities already included in the County’s Microsoft 365 G3 licensing. • The work will establish centralized, auditable eDiscovery processes; departmental access boundaries; preservation-in-place litigation holds; and improved export processes for legal review. • The anticipated project period is approximately November 1, 2026, through January 31, 2027. INTERACTION: • Kittitas County: Project sponsor and client; Central IT will coordinate implementation, access, testing, and departmental participation. • County departments and agencies: Up to 24 departments/agencies will be included in the eDiscovery access-boundary and compliance-filter configuration. • Trace3, LLC: Contractor providing remote project management, technical design, implementation, documentation, validation, and knowledge transfer. • Public Records Officer and departmental designees: Users who will support scoped searches, records-response workflows, and related eDiscovery activities.
