AGENDA DATE: September 15, 2026
ACTION REQUESTED: Approve a Resolution Authorizing Chairman’s Signature
on the Signature Authorizing Form for the Washington
Military Department Emergency Management Division
Flood Response: County Risk and Needs Assessment Grant
Program for the Kittitas County Repetitive Loss Area
Analysis and Authorizing the Public Works Water
Resource Manager to Accept Funding and Sign the Grant
Agreement and Amendments.

BACKGROUND: The Washington Military Department, Emergency
Management Division, is administering the Flood
Response: County Risk and Needs Assessment Grant
Program. This state-funded initiative is associated with the
December 2025 severe weather and flooding events
identified under Emergency Proclamation 25-07.2. Kittitas
County Public Works prepared two funding applications
and was notified that both were selected for funding.
The Kittitas County Repetitive Loss Area Analysis will
evaluate Yakima, Teanaway, and Middle Fork Teanaway
River repetitive loss properties and adjacent properties
exposed to the same flooding source and potential
property/structure mitigation actions. The project will also
support Kittitas County's continued participation in the
National Flood Insurance Program's Community Rating
System Program. This project is identified in the Flood
Control Zone District Capital Improvement Plan as Project
No. 1a.
INTERACTION: Public Works.
RECOMMENDATION: Move to approve a resolution authorizing Chairman’s
signature on the signature authorizing form for the
Washington Military Department Emergency Management
Division Flood Response: County Risks and Needs
Assessment Grant Program for the Kittitas County
Repetitive Loss Area Analysis and authorizing the Public
Works Water Resource Manager to accept funding and sign
the grant agreement and amendments.
HANDLING: Return one (1) original to Public Works.

RESOLUTION AUTHORIZING CHAIRMAN’S SIGNATURE ON THE SIGNATURE
AUTHORIZATION FORM FOR THE WASHINGTON MILITARY DEPARTMENT,
EMERGENCY MANAGEMENT DIVISION FLOOD RESPONSE: COUNTY RISK AND NEEDS
ASSESSMENT GRANT PROGRAM FOR KITTITAS COUNTY REPETITIVE LOSS AREA
ANALYSIS AND AUTHORIZING THE PUBLIC WORKS WATER RESOURCE MANAGER
TO ACCEPT FUNDING AND SIGN THE GRANT AGREEMENT AND AMENDMENTS
WHEREAS: Kittitas County Public Works submitted an application for $91,000 to the Washington
Military Department, Emergency Management Division Flood Response: County Risk
and Needs Assessment Grant Program to conduct a Kittitas County Repetitive Loss Area
Analysis; and
WHEREAS: The Kittitas County Repetitive Loss Area Analysis will evaluate seven repetitive loss
areas and support Kittitas County's continued participation in the National Flood
Insurance Program's Community Rating System Program; and
WHEREAS: This project is identified in the Flood Control Zone District Capital Improvement Plan as
Project No. 1a; and
WHEREAS: The Emergency Management Division notified Kittitas County that the Kittitas County
Repetitive Loss Area Analysis application has been selected for funding; and
WHEREAS: The Emergency Management Division requires Kittitas County to submit a signature
authorization form identifying the authorizing authority and authorized representatives on
behalf of Kittitas County for the grant agreement, amendments, and reimbursement
requests; and
WHEREAS: The signature authorization form is attached hereto and incorporated by reference.
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners finds it in the best
interest of the public to authorize the Chairman to sign the signature authorization form and to designate
the authorized representatives on behalf of Kittitas County; and
BE IT FURTHER RESOLVED that the Water Resource Manager is authorized to accept funding and
sign the grant agreement and amendments;
