COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AGENDA SESSION REGULAR MEETING
TUESDAY 10:00 A.M. SEPTEMBER 1, 2026
Board members present: Chairman Brett Wachsmith and Vice-Chairman Laura

CALL TO ORDER
Chairman Wachsmith called the meeting to order at 10:00 a.m.

Chairman Wachsmith led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES - NONE PROCLAMATIONS PROCLAMATION KITTITAS HIGH SCHOOL – FCCLA DAY COMMISSIONERS
Vice-Chairman Osiadacz moved to approve a Proclamation declaring
September 8, 2026, as “Kittitas High School FCCLA Day in Kittitas
County”. Chairman Wachsmith seconded. Motion carried 2-0. AWARDS & RECOGNITIONS CERTIFICATE OF APPRECIATION CANDI RAMSEY COMMISSIONERS
Vice-Chairman Osiadacz moved to approve a Certificate of Recognition to
Candi Ramsey for her public service to the citizens of Kittitas County

from March 14, 2011, through September 7, 2026. Chairman Wachsmith
seconded. Motion carried 2-0.

At the conclusion of reviewing each item Vice-Chairman Osiadacz moved to
approve the Consent Agenda, as presented. Chairman Wachsmith seconded.

BUDGET 2027 PRELIMINARY COUNTY BUDGET AUDITOR
Acknowledge the 2027 County Budget, in accordance with RCW 36.40.050. RESOLUTION 2026-143 RECORDS MANAGEMENT COMMITTEE PROSECUTOR
Approve Resolution No. 2026-143, Amending the Bylaws of the Kittitas
County Records Management Committee. SET PUBLIC HEARING CONSERVATION DISTRICT COMMISSIONERS
Approve Setting a Public Hearing to consider the Kittitas County
Conservation District Renewal of the System of Rates and Charges, to be
held at 2:00 p.m. on Tuesday September 15, 2026, in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice.
SET PUBLIC HEARING DATA CENTER MORATORIUM CDS
Approve Setting a Public Hearing to consider extending the moratorium
regarding Data Centers, for an additional 6 months, to be held at 2:00
p.m. on Tuesday September 15, 2026, in the Commissioners Auditorium,
Room 109, Kittitas County Courthouse 205 West 5th Avenue Ellensburg, WA
and to authorize the Clerk to publish said notice.
RESOLUTION 2026-144 LAND USE PLANNING CONSULTING SERVICES CDS
Approve Resolution No. 2026-144, to Authorize Amended Land Use Planning
Consulting Services from Andrew L. Kottkamp and Jay Eyestone, effective
August 1, 2026.
SET PUBLIC HEARING CWU LEASE AT AIRPORT PUBLIC WORKS
Approve Setting a Public Hearing to consider a Lease with Central
Washington University for property located at the Kittitas County
Airport, Bowers Field, to be held at 2:00 p.m. on Tuesday September 15,
2026, in the Commissioners Auditorium, Room 109, Kittitas County

Courthouse 205 West 5th Avenue Ellensburg, WA and to authorize the Clerk
to publish said notice.
CALL FOR BIDS WHISKEY CREEK PUBLIC WORKS
Approve a Notice of Call for Bids for the Kittitas County Whiskey Creek
at Ellensburg Water Company Inverted Siphon Project, to be received
until 10:00 a.m. on Thursday September 24, 2026, at the Kittitas County
Public Works Department, 411 North Ruby Street, Suite 1, Ellensburg, WA
and to authorize the Clerk to publish said notice.
SET PUBLIC HEARING RYEGRASS SEPTAGE LAGOONS SOLID WASTE
Approve Setting a Public Hearing to consider an updated Fee Schedule to
address operating costs for the Ryegrass Septage Legoons, along with
adding an additional compost project to be made available for sale, to
be held at 2:00 p.m. on Tuesday October 6, 2026, in the Commissioners
Auditorium, Room 109, Kittitas County Courthouse 205 West 5th Avenue
Ellensburg, WA and to authorize the Clerk to publish said notice.
RESOLUTION 2026-145 REIMBURSEMENT REYGRASS BALEFILL SOLID WASTE
Approve Resolution No. 2026-145, Authorizing Reimbursement from the
Ryegrass Balefill Post-Closure Reserve for Documented Post-Closure
Costs. AMENDMENT SCS ENGINEERS SOLID WASTE
Approve Amendment No. 4 to the Professional Services Agreement with SCS
Engineers, in the amount not to exceed $1,610,949, for services for the
new Lower Valley Transfer Station.
AGREEMENT APPLE VALLEY COUNSELING SERVICES SHERIFF
Approve an Agreement for Services between Kittitas County and Apple
Valley Counseling Services, LLC d/b/a Valley Health and Counseling, to
provide day-to-day operating model for mental health, substance use
disorder, behavioral health practitioner, and behavioral-health
medication-management services at the Kittitas County Jail.
RESOLUTION 2026-146 CITY OF KITTITAS – FIELD TRAINING SHERIFF
Approve Resolution No. 2026-146, Authorizing an Interlocal Agreement
between the Kittitas County Sheriff’s Office and the City of Kittitas,
for Field Training Services.
RESOLUTION 2026-147 CITY OF KITTITAS – LAW ENFORCEMENT SERVICES SHERIFF
Approve Resolution No. 2026-147, Authorizing an Interlocal Agreement

between the Kittitas County Sheriff’s Office and the City of Kittitas.
AGREEMENT WA MILITARY DEPARTMENT SHERIFF
Approve Grant Agreement No. E26-350 between the Washington State
Military Department and the Kittitas County Sheriff’s Office, in the
amount of $31,183.00.
GRANT WA ASSOC. SHERIFFS AND POLICE CHIEFS SHERIFF
Acknowledge a Grant with the Washington Association of Sheriffs and
Police Chiefs, in the amount of $3,000.00, to purchase (1) Lidar Unit.
CHANGE ORDER ELLENSBURG RODEO ARENA PROJECT AUDITOR
Approve Change Order No. 2 with Nor-Pac Seating Company, in the amount
of $16,752.58, for the Ellensburg Rodeo Arena Project.
CONTRACT HULTZ BHU AUDITOR
Approve Project Task #1 with Hultz BHU for On Call Services to Design,
Bid, CA & reimbursable expenses not to exceed $32,990.00 for the
Sheriff’s Office Generator Project.
CONTRACT HULTZ BHU AUDITOR
Approve Project Task #2 with Hultz BHU for On Call Services to Design,
Bid, CA & reimbursable expenses not to exceed $28,765.00 for the
Courthouse Server Room – AC Replacement Project.
AGREEMENT SCJ ALLIANCE AUDITOR
Approve an Agreement for Professional Services between Shea, Carr &
Jewell, Inc (dba SCJ Alliance) and Kittitas County, in an amount of
$47,717.11, for On Call Services for the Upper County Courthouse Sewer
Project.
AGREEMENT SCJ ALLIANCE AUDITOR
Approve Amendment No. 01 to an Agreement for Professional Services
between Shea, Carr & Jewell, Inc (dba SCJ Alliance) and Kittitas County,
in the amount of $192,516.52, for the KVEC RV Park Project.
AGREEMENT SCJ ALLIANCE AUDITOR
Approve Amendment No. 09 to an Agreement for Professional Services
between Shea, Carr & Jewell, Inc (dba SCJ Alliance) and Kittitas County,
in the amount of $62,109.00, for the Cle Elum Transfer Station Tank
Replacement Project.

SET PUBLIC HEARING REVISE KCC 13.40 PUBLIC HEALTH
Approve Setting a Joint Public Hearing between the Board of County
Commissioners and the Board of Health, to be held on September 17, 2026,
at 10:00 a.m. in the Commissioners Auditorium, Room 109, Kittitas County
Courthouse 205 W. 5th Avenue Ellensburg, WA to consider revisions to
Kittitas County Code 13.40, and to authorize the Clerk to publish said
notice.
RESOLUTION 2026-148 DEPARTMENT OF ECOLOGY PUBLIC HEALTH
Approve Resolution No. 2026-148, Authorizing an Interlocal Agreement
between the State of Washington, Department of Ecology and the Kittitas
County Public Health Department, for Administration and Enforcement of
Certain Water Well Construction Regulations, from July 1, 2026, through
June 30, 2031.
RESOLUTION 2026-149 DEPARTMENT OF ECOLOGY PUBLIC HEALTH
Approve Resolution No. 2026-149, Authorizing an Interlocal Agreement
between Kittitas County and the Washington State Department of Ecology
and the Washington State Department of Health for the Regional Onsite
Sewage System Loan Program.
CONTRACT DEPARTMENT OF HEALTH PUBLIC HEALTH
Approve Amendment No. 12 to the 2025-2027 Consolidated Contract between
the Department of Health and the Kittitas County Public Health
Department, in the amount of $93,991.00, for the period January 1, 2025,
through December 31, 2027.
AGREEMENT ELMVIEW PUBLIC HEALTH
Approve an Agreement for Services between Kittitas County and Elmview to
provide coordinated and comprehensive state and local program services
for persons with developmental disabilities, from July 1, 2026, through
June 30, 2027.
AGREEMENT EASTON SCHOOL DISTRICT PUBLIC HEALTH
Approve an Agreement for Services between Kittitas County and the Easton
School District, in the amount of $17,900.00, for a licensed mental
health provider to provide services to students, from July 1, 2026,
through June 30, 2027.
AGREEMENT ABILITY PUBLIC HEALTH
Approve an Agreement for Services between Kittitas County and Ability,
to provide coordinated and comprehensive state and local program of

services for persons with developmental disabilities, from July 1, 2026,
through June 30, 2027.
AGREEMENT COMPASS PUBLIC HEALTH
Approve an Agreement for Services between Kittitas County and Compass,
to provide coordinated and comprehensive state and local program of
services for persons with developmental disabilities, from July 1, 2026,
June 30, 2027.
AGREEMENT ATWORK! PUBLIC HEALTH
Approve an Agreement for Services between Kittitas County and AtWork!,
to provide coordinated and comprehensive state and local program of
services for persons with developmental disabilities, from July 1, 2026,
through June 30, 2027. CORRESPONDENCE
