Subject: Project - Kittitas County Lower Valley Transfer Station
Engineering Services
Contract Amendment No. 4 (Revised)
Dear Patti:
Pursuant to your request, SCS Engineers (SCS) is submitting this revised proposal to provide additional
engineering services to address wind-related issues at the Moderate Risk Waste (MRW) and Transfer Station
Buildings.
1.0 ENGINEERING SERVICES
1.1 MRW Building – North Wall Design
SCS will provide design drawings to install metal wall paneling along the north side of the Moderate Risk
Waste (MRW) building to minimize stormwater intrusion into the facility during major storm events. Kittitas
County will submit the design drawings to the City of Ellensburg Building Department for approval. SCS will
review one submittal during the construction phase.
Deliverables
• Develop one (1) draft design and one (1) final-stamped drawings/sketches (est. 5 total) for
installation of metal wall paneling
Assumptions
• County submits design drawings to the City Building Department for Approval
• Review one (1) contractor submittal during the construction phase
1.2 Transfer Building – South Wall and Tunnel Door Design
SCS will perform wind modeling of two (2) options to determine impact of installing a wind barrier (Option 1)
at the entrance to the facility and installing metal paneling along the southern wall (Option 2) to reduce wind-
blown debris within the transfer building and load-out tunnel area (est 24 hours). SCS will meet with the
County to discuss options and County will select the preferred option. Our estimated engineering fee is based
on designing a metal wall panel system along the south side of the Transfer Building and design of a roll-up
overhead door at the north tunnel exit location to reduce wind-blown debris during transfer trailer loading
operations. SCS will review approved Pre-Engineered Metal Building (PEMB) submittals, design drawings, and
calculations. This evaluation will determine whether the existing PEMB is structurally capable of supporting
the installation of metal wall panels and an overhead door. If the structure is determined to be inadequate,
the evaluation will identify the modifications required to accommodate the proposed improvements.

A set of draft design documents will be developed that include product and material specifications and
structural details for construction and installation. The draft set will be provided to the County for review. SCS
will conduct a review meeting (virtual) to discuss County comments. Comments will be incorporated into the
design, and a final (stamped) design set will be provided to the County for permitting and construction. Kittitas
County will submit the design drawings/sketches to the City of Ellensburg Building Department for approval.
SCS will review one (1) submittal during the construction phase.
Deliverables
• One (1) Draft and one (1) final-stamped Design Drawing Set for installation of wall paneling and
installation of one (1) roll-up door
Assumptions
• Work will be performed on a Time and Materials (T&M) basis and SCS will notify the County when
75% of the budget is spent. An additional funding request may be necessary if the selected option
requires additional engineering/architectural efforts
• County submits design drawings to the City Building Department for Approval
• Review one (1) contractor submittal during the construction phase
BUDGET
The estimated fee for the additional work described in this Amendment No. 4 is $32,215. We propose to
perform this work on a Time and Material (T&M) basis. The terms and conditions for this added scope of work
will remain the same as those listed in the executed contract.
