Additional Construction Phase Engineering Support Services
Request for Contract Amendment No. 5 (Revised)
Dear Patti:
Pursuant to your request, SCS Engineers (SCS) is submitting this revised proposal to provide
additional engineering services during construction for the Lower Valley Transfer Station project in
Ellensburg, WA. SCS’s contract amendment No. 3 scope of work provided construction phase
engineering services from August 1, 2024 through December 31, 2025. This contract amendment
provides for construction phase services from January 1, 2026, through project completion (est.
October 1, 2026). This contract amendment also provides stormwater engineering support services
to address City of Ellensburg final inspection comments and to document stormwater management
system changes.
1.0 ADDITIONAL CONSTRUCTION PHASE ENGINEERING SUPPORT
SERVICES
SCS will provide Kittitas County (County) with additional construction phase support services from
January 1, 2026 through project completion (estimated October 1, 2026). Services include reviewing
shop drawings, responding to Request for Information (RFI’s), preparing design changes, attendance
and participation at weekly construction meetings, substantial completion inspection services,
developing record drawings from the contractor’s redline markups, and participation in final project
walkthroughs. The services also include stormwater engineering services to address City of
Ellensburg final inspection comments and to document field and design stormwater management
system changes.
1.1 Project Management/Project Meetings
SCS will provide project management services, including subconsultant coordination, preparation of
monthly invoices, and participation in monthly check-in calls with the County. One SCS staff will
participate remotely in 16 – 1-hour progress meetings during the 9- month project duration.
Assumptions:
• Project management services will be provided for a 9-month period.
• Two hours per month each are budgeted for the SCS Project Manager and Lead
Engineer.
• Seven monthly invoices will be developed and submitted.

• Attendance remotely by two SCS staff at 1-hour project meetings (total of 16 meetings).
1.2 Submittal Review/RFI Responses/Design Change Notices
SCS will review contractor submittals. SCS will prepare responses and transmit them through the
Owner provided software (Trimble ProjectSight). The estimated number of submittals by discipline is
shown below:
• Civil 4
• ASP 4
• MEP 4
• Total 12
SCS will review and provide responses to an estimated ten (10) Request for Information (RFI) and
prepare an estimated two (2) Design Change Notices.
Assumptions”
• 12 Submittal Reviews (estimated 1 hour per submittal).
• Respond to 10 RFIs (estimated 2 hours per RFI).
• Develop two Design Change Notices (estimated 8 hours per notice)
1.3 Record Drawings and Project Closeout
SCS will prepare record drawings utilizing contractor provided markups. Two (2) SCS team staff will
participate in a substantial completion walkthrough and will provide the Owner with a final punch list
of items to be corrected by the contractor.
The number of record drawings to be prepared by discipline:
• Civil 34
• Architectural 59
• Structural 27
• MEP 46
• Total 166
Assumptions
• Preparation of 166 Record Drawings.
• Attendance of two SCS staff at the Final Substantial Completion Inspection. Six hours are
budgeted for each staff for the final inspection.
Contract Amendment No. 3 included a task for the preparation of record drawings and project
closeout services. During the final phase of the project, the budgets for most of contract tasks were
fully expended. Consequently, SCS invoiced the County for construction phase engineering services
under the record drawings task, resulting in the full expenditure of the budget allocated to that task.
Task 1.3 provides the additional funding necessary to complete the preparation of the record
drawings and perform the remaining project close-out services.

revising calculations and basin maps, documenting stormwater structure field changes, submitting
draft reports, and submitting a revised Notice of Intent (NOI) for facility operation. SCS will develop
and transmit to the City of Ellensburg four (4) draft review sets of the stormwater report including
calculations, report text, maps, and drawings. SCS will design a new stormwater basin for the “east”
v-ditch that will include revised calculations, and basin/outfall design drawings.
In addition, SCS will design a set of culverts and revised asphalt grades to provide better traffic
management in the composting area.
