AGENDA DATE: September 1, 2026
ACTION REQUESTED: Board Approval and chair to sign the contract for Hearing Examiner
Services
BACKGROUND: The current professional services agreement with Andrew L Kottkamp approved on
August 5, 2008 did not include a pro tem hearing examiner. With the pending
retirement of Mr. Kottkamp it is in the best interest of the County to name a pro tem
hearing examiner to continue processing planning applications that require hearings
without interruption. CDS is requesting that minor amendments be made to the
existing agreement, naming Jay Eyestone as the Hearing Examiner Pro Tem.
