AGENDA STAFF REPORT
AGENDA DATE: September 1, 2026
ACTION REQUESTED: Request to Set a Public Hearing for September 15,
2026, at 2:00 pm Local Time to Consider a Lease with
Central Washington University for Property Located
at the Kittitas County Airport, Bowers Field.
BACKGROUND: Central Washington University (CWU) has their
established flight program at Bowers Field. The
building primarily used for housing aircraft is the
main hangar located on lot H-21 of the Bowers Field
Binding Sit Plan. Through the interlocal agreement a
property exchange will occur between the City of
Ellensburg, CWU and Kittitas County. CWU will
become the owner of the main hangar. A land lease
will be required as the County will remain the owner
of the land. CWU desires to enter a new land lease for
Lot H-21 of Bower Field A new lease has been
drafted for consideration.
INTERACTION: Public Works; Prosecuting Attorney’s Office; Central
Washington University
RECOMMENDATION: Set a Public Hearing for September 15, 2026, to
consider a Lease with Central Washington University
for County property located at Bowers Field Airport.
HANDLING: Return one original to Public Works
