Scope of Work
2026 On-Call Services
Kittitas County, WA
Prepared For: Kittitas County
Prepared By: Dan Ireland, PE
Date Prepared: August 12, 2026
Introduction:
SCJ has prepared this scope of work to transfer ongoing tasks from its previous 2022 On-Call Agreement to the
new 2026 On-Call Agreement.
This scope aims to:
1) Close out previously executed tasks during this transition period that were already reimbursed by the County
for accounting purposes and to close out the old agreement.
2) Update previously assigned tasks that are ongoing and will be transitioned to the new on-call agreement.
These tasks will have the same Task Number but will include an estimate for completing the Task/Project.
3) Identify new scope and estimated fee of new tasks that have been requested by the County.
These are the identified Phases of work included in this scope of work:
Phase 1 - General On-Call Services
Phase 2 - Developer Review
Phase 3 - Upper County Courthouse Sewer

4) Monthly check-in meetings on tasks.
5) Bi-Weekly progress reports.
Understanding
1) The on-call contract is estimated for a four-year contract.
2) A general budget was used for the budget and not an hourly estimate. SCJ will monitor the budget
and amend it based on the level of requested services under this phase.
3) If a specific project is identified, a separate phase or task will be set up for financial tracking.
Deliverables

to track hours for that project. Each new task will be tracked and billed on a time-and-materials basis, with a
not-to-exceed amount of $1,500 unless the County directs otherwise. For budgeting purposes, this phase will
begin with a $3,000 reserve to fund the initial process for up to two independent developer project reviews, as
requested.
