ACTION REQUESTED:
The Board of County Commissioners authorizes a Resolution authorizing the execution of an
Interlocal Agreement between the Kittitas County Public Health Department and the
Department of Ecology for administration and enforcement of certain water well construction
regulation. (Effective dates: July 1, 2026- June 30, 2031)
BACKGROUND:
The interagency Agreement provides delegation to KCPHD, the authority to administer and
enforce the well sealing, tagging, and decommissioning portions of the water well construction
regulations in accordance with the provisions of WAC. The agreement also provides funds to
assist KCPHD in carrying out the activities described in this contract in accordance with the
statutes pertaining to the delegation of authority outlined in the RCWs, the Washington Well
Construction Act.

Kittitas County Prosecutor’s Office: Reviewed and approved on August 14, 2026.
Kittitas County Auditor’s Office: Reviewed and approved on August 14, 2026.
RECOMMENDATION:
The Board of County Commissioners authorizes a Resolution authorizing the execution of an
Interlocal Agreement between the Kittitas County Public Health Department and the
Department of Ecology for administration and enforcement of certain water well construction
regulation. (Effective dates: July 1, 2026- June 30, 2031)
