JULY 6, 2026 <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; Commissioner Laura Osiadacz. <br /> <br />Homelessness & Affordable Housing Committee Members: Nancy Goodloe; <br />Michael Karraker; Skylar Bisom-Rapp; Matthew Stalder; Joan Neslund; <br />and Janine Brodine. <br /> <br />Others; Jodi Larsen, Office Administrator; Andrew Lyons, Hopesource <br />Senior Manager; Hopesource Associate Director of Affordable Housing, <br />Alec Helzer; and nine members of the public. <br /> CITIZEN COMMENTS: NONE HAHC JOINT MEETING WITH BOCC <br />At 2:30 p.m. Commissioner Wachsmith opened a Special Meeting with <br />members from the Homelessness and Affordable Housing Committee <br />(HAHC). <br /> <br />Hopesource Senior Manager Andrew Lyons, presented a recap of the <br />2025–2026 Cold Weather Shelter season. Mr. Lyons highlighted the <br />overall success of the program, the positive impact of community <br />partnerships, volunteer support, and the benefits of operating from <br />a centralized location. The presentation also included an overview <br />of the program's financial performance and noted that community <br />donations helped offset operational costs. <br />Mr. Lyons also shared lessons learned from the season, emphasizing <br />the importance of early planning, preparing for staffing and <br />volunteer needs, and maintaining consistent operating procedures to <br />support continued program success in future shelter seasons. <br />Hopesource Associate Director of Affordable Housing, Alec Helzer <br />provided an update on the Pathways Place affordable housing <br />development, including an overview of the project, funding, <br />construction progress, and anticipated timeline. The development <br />will provide affordable housing for low-income households, including <br />permanent supportive housing and veteran-designated units, along <br />with shared community amenities and on-site resident services. The <br />project is being funded through a combination of federal, state, and <br />local funding sources, including contributions from Kittitas County <br />and the City of Ellensburg.
