KITTITAS COUNTY, WASHINGTON
AGENDA SESSION
REGULAR MEETING
TUESDAY 10:00 A.M. JULY 7, 2026
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith. Excused: Commissioner Laura Osiadacz.

CALL TO ORDER
Chairman Wright called the meeting to order at 10:00 a.m.

At the conclusion of reviewing each item, Vice-Chairman Wachsmith moved
to approve the Agenda, as presented. Chairman Wright seconded. Motion
carried 2-0.
CONSENT AGENDA
At the conclusion of reviewing each item Vice-Chairman Wachsmith moved
to approve the Consent Agenda, as presented. Chairman Wright seconded.

CHANGE ORDER BELSAAS & SMITH MAINTENANCE
Approve Change Order Number 14 & 15 with Belsaas & Smith Construction,
Inc., in the amounts of $144,779.77 +WSST (Change Order & $9,919.17
+WSST (Change Order #15), for the Kittitas County Jail Facilities
renovation project.
AGREEMENT PCS STRUCTURAL SOLUTIONS AUDITOR
Approve an Agreement between Kittitas County and PCS Structural
Solutions, for on-call Engineering Services from July 7, 2026, until
June 2, 2029.
RESOLUTION 2026-113 TYPE 3 HIGHWAY BRIDGE REPLACEMENT PUBLIC WORKS
Approve Resolution No. 2026-113, Authorizing Application to the Bridge
Improvement Type 3 Competitive Grant Program and Authorize Public Works
Director to submit the same.
RESOLUTION 2026-114 PRA GRANT FUND – PROS PLAN PUBLIC WORKS
Approve Resolution No. 2026-114, Authorizing Chair signature on the
Application Authorization form for a Recreation and Conservation Office
(RCO) for a Planning for Recreation Access (PRA) Grant Funding to update

the Kittitas County Parks, Recreation, and Open Space (PROS) Plan.
ACKNOWLEDGE UNITED HEALTHCARE – KC JAIL SHERIFF
Acknowledge the Contract between the Kittitas County Jail and United
Healthcare, beginning June 1, 2026, until further notice.
CONTRACT COMPASSDIRECT HEALTHCARE – KC JAIL SHERIFF
Approve Amendment #1 to the Contract between Kittitas County and
CompassDirect Healthcare, beginning July 1, 2026, until June 30, 2027,
with an amendment increase of $5,000.00.
RESOLUTION 2026-115 PER COST DEPUTY RATE 2026 SHERIFF
Approve Resolution No. 2026-115, Adopting the Kittitas County Sheriff
Cost per Deputy for the Budget Year 2026.
ACKNOWLEDGE WA STATE CRIMINAL JUSTICE SHERIFF
Acknowledge a Grant between Kittitas County Sheriff’s Office from
Washington State Criminal Justice Training Commission for the purpose of
Officer Wellness in the amount of $49,900.00 effective July 1, 2026,
until June 30, 2027.
ACKNOWLEDGE 2025 COOPERATIVE LAW ENFORCEMENT AG SHERIFF
Acknowledge the 2025 Cooperative Law Enforcement Agreement #24-LE-
11061700-080 MOD 003 in the amount of $25,000 between the Kittitas
County Sheriff’s Office and the US Forest Service, Okanogan-Wenatchee
National Forest, effective July 7, 2026, until May 31, 2027.
RESOLUTION 2026-116 WA ST DOH/KITTITAS CO. INTERLOCAL PUBLIC HEALTH
Approve Resolution No. 2026-116, Authorizing Execution of an Interlocal
Agreement between Kittitas County and the Washington State Department of
Health for TB Medications effective January 1, 2026, until December 31,
2029.
RESOLUTION 2026-117 MOU KC & YAKIMA NEIGHBORHOOD PUBLIC HEALTH
Approve Resolution No. 2026-117, Authorizing Execution of a Memorandum
of Understanding between Yakima Neighborhood Health Services and
Kittitas County Public Health Department effective July 1, 2026 until
June 30, 2027.
AGREEMENT SCHOOL TO WORK PROGRAM PUBLIC HEALTH
Approve the Agreement between Kittitas County Public Health Department

and Department of Social & Health Services for the School to Work Direct
Service Pilot Contract effective May 1, 2026, until September 30, 2027.
AGREEMENT WA STATE DEPT. OF ECOLOGY PUBLIC HEALTH
Approve Amendment No. 3 to Agreement No. AQOBC-2026-KiCPHD-00010 between
Kittitas County Public Health Department and Washington State Department
of Ecology effective February 1, 2025, until June 30, 2027.
AGREEMENT WA STATE - WISE PUBLIC HEALTH
Approve the Agreement between Kittitas County Public Health Department
and Washington State - WISE effective April 1, 2026, until June 30,
2026, in the amount of 10,000.00.

MISCELLANEOUS
EXECUTIVE SESSION
At 10:11 a.m. Chairman Wright announced the Board would recess into
Executive Session for 10 minutes with Patti Stacey, Facilities Director;
Cody Cupp, Facilities Maintenance Director and Zack DeHaven, Budget &
Finance Director (c) To consider the minimum price at which real estate
will be offered for sale or lease when public knowledge regarding such
consideration would cause a likelihood of decreased price. However,
final action selling or leasing public property shall be taken in a
meeting open to the public. Possible action anticipated.
At 10:21 a.m. the Board reconvened out of Executive Session. The Board
directed Staff to proceed with a Purchase and Sale Agreement and the
corresponding Parking Agreement.
