COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM
REGULAR MEETING
MONDAY 9:00 A.M. JULY 13, 2026
Board members present: Vice-Chairman Brett Wachsmith & Commissioner
Laura Osiadacz (arrived at 9:10). Excused: Chairman Cory Wright.
Others: Mandy Buchholz, Office Administrator; Jodi Larsen, Office
Administrator; Miko Tempski, Deputy Prosecutor III; Sue
Higginbotham, Chief Administrator; and one member of the public.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:10 a.m. Vice-Chairman Wachsmith opened the Office
Administration meeting.
PUBLIC COMMENT-
Amy McGuffin, Chamber of Commerce CEO, thanked the Board for getting
the letter of support she requested ready so quickly and stated that
the grant has been submitted.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action Forms and Vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS
The Board of County Commissioners reviewed the weekly Correspondence
Log, a listing of all incoming mail and correspondence for the week
ending July 10, 2026.
UPDATE WHITE BOARD COMMISSIONERS
The Board reviewed their current whiteboard topics and provided
status updates.
DISCUSSION COUNTY FACEBOOK COMMISSIONERS
The Board determined that for the week of July 13, 2026, they would
post the following on their Facebook page: Ribbon Cutting at the New
Transfer Station; and 2026 Small Capital – Distressed Sales and Use

Tax Grants Announcements.
RATIFY LETTER TO WA ST RECREATION CO COMMISSIONERS
Commissioner Osiadacz moved to approve and ratify Board signature on
a letter of support to the Washington State Recreation and
Conservation Office. Vice-Chairman Wachsmith seconded. Motion
carried 2-0.
DIRECTION FIRE DIST #4 ANNEXATION REQUEST AUDITOR
Sue Higginbotham, Chief Administrator, reviewed a Certificate of
Sufficiency for the requested annexation of an area in and around
28001 Vantage Hwy. She reviewed the documents they received and
outlined the process and options the Board has. The Board determined
they would proceed with a Resolution allowing the annexation in lieu
of the Public Hearing and directed Staff to work with the
Prosecutor’s Office to prepare the document.
REQUEST NOISE WAIVER – McCLURE AND SONS COMMISSIONERS
Mandy Buchholz, Office Administrator, presented a request for a
Noise Waiver from McClure and Sons, INC., requesting a noise waiver
for July 21, 2026 from 4:30 a.m.to 6:00 p.m. to allow for
construction work to be performed at 932 Hyak Drive East, Snoqualmie
Pass, WA 98068. She stated that the Sheriff’s Office reviewed the
request and stated there were no concerns. Commissioner Osiadacz
moved to approve the request as presented. Vice-Chairman Wachsmith
seconded. Motion carried 2-0.
LETTER LETTER OF SUPPORT CENTRAL TRANSIT COMMISSIONERS
Commissioner Osiadacz moved to approve and authorize Vice-Chair
signature on a letter to Betsy Dunbar Transit Manager with
Ellensburg Central Transit in support of the WSDOT 2027-2029
Consolidated Grant Program application. Vice-Chairman Wachsmith
seconded. Motion carried 2-0.
EXECUTIVE SESSION RCW 42.30.110 (I) COMMISSIONERS
At 9:17 a.m. Vice-Chairman Wachsmith announced the Board would
recess into an Executive Session for 5 minutes, with the BoCC and
Miko Tempski, Deputy Prosecutor III, under RCW 42.30.110 (i) To
discuss with legal counsel representing the agency matters relating
to agency enforcement actions, or to discuss with legal counsel
representing the agency litigation or potential litigation to which
the agency, the governing body, or a member acting in an official
capacity is, or is likely to become, a party, when public knowledge
regarding the discussion is likely to result in an adverse legal or
financial consequence to the agency. Possible action anticipated.

At 9:22 a.m. the Board reconvened out of Executive Session.
RESOLUTION 2026-119 CLAIM FOR DAMAGES PROSECUTOR
Commissioner Osiadacz moved to approve Resolution No. 2026-119, A
Resolution Authorizing Payment of the Claim for Damages Filed by
Donald Myers and Magen Spears and Authorizing Washington Counties
Risk Pool to Issue a Warrant for Said Claim. Vice-Chairman
Wachsmith seconded. Motion carried 2-0.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2026
were determined during a Board of County Commissioners Office Admin
meeting and they will continue to provide updates at future
meetings.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
OTHER BUSINESS/GENERAL UPDATES – There were general updates on
meetings & conversations that the Board participated in,
individually, over the past week.
EXECUTIVE SESSION COMMISSIONERS
At 9:33 a.m. Vice-Chairman Wachsmith announced the Board would
recess into an Executive Session for 5 minutes, with just the BoCC,
under RCW 42.30.110 (g), to evaluate the qualifications of an
applicant for public employment or to review the performance of a
public employee. However, subject to RCW 42.30.140(4), discussion by
a governing body of salaries, wages, and other conditions of
employment to be generally applied within the agency shall occur in
a meeting open to the public, and when a governing body elects to
take final action hiring, setting the salary of an individual
employee or class of employees, or discharging or disciplining an
employee, that action shall be taken in a meeting open to the
public. No action anticipated.
At 9:38 a.m. the Board reconvened out of Executive Session. No
action taken.
