<br /> <br /> <br />KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: July 21, 2026 <br /> <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing Chair Signature on an <br />Agreement Between the County and City Cle Elum for the Revision <br />of Corporate Boundary for the City and Approve a Resolution as Part <br />of the Agreement Accepting the City of Cle Elum Change to <br />Corporate Limits <br /> <br /> <br />BACKGROUND: The City of Cle Elum has, through previous action, annexed areas on <br />either side of SR 903 (W. Second Street) between Ranger Station <br />Road and the eastern boundary of the County transfer station <br />property. Annexations of property either side of SR903 did not <br />include the State Route. The City has interest in revising their <br />corporate limits by annexing a segment of SR903 to allow for urban <br />design standards to apply to the roadway. <br /> <br />RCW 35A.21.210 authorizes code cities and counties to revise any <br />part of a corporate boundary of a city which “coincides with the <br />centerline, edge, or any portion of a public street, road or highway <br />right of way by substituting therefore a right of way line of the same <br />public street, road or highway so as fully to include or fully to exclude <br />that segment of the public street, road or highway from the corporate <br />limits of the City.” <br /> <br />For the revision to the corporate boundary through this process, the <br />steps include: <br />a. City adoption of a Resolution <br />b. Mayor executes the Agreement on behalf of the City <br />c. County adopts a Resolution approving the Agreement and accepts <br />the corporate boundary revision <br />d. Mayor executes an ordinance approved by the City <br />e. Corporate boundary revision becomes effective in accordance <br />with the Agreement and City Ordinance. <br /> <br />The City considered and approved their resolution authorizing the <br />agreement and ordinance at their July 14, 2026 Regular City Council <br />meeting. <br /> <br />INTERACTION: Public Works <br /> <br />
