KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: July 21, 2026 <br />ACTION REQUESTED: Request to Approve a Resolution to Amend a Non -Exclusive <br />Electrical Franchise Agreement with Vantage Wind Energy, <br />LLC <br />BACKGROUND: Kittitas County entered into a Non -Exclusive Franchise <br />Agreement in August of 2009. Vantage Wind Energy, LLC <br />reached out to Kittitas County in July of 2025 requesting to amend <br />said Franchise, extending the term of the agreement to December <br />31, 2041, to coincide with an operational agreement with Puget <br />Sound Energy. All other terms of said Franchise Agreement shall <br />remain the same. <br />Public Works worked with the Prosecuting Attorney's Office on <br />review of said Amendment and the Amendment will be recorded <br />at the Kittitas County Auditor's Office after approval. <br />All necessary application fees were paid by Vantage Wind <br />Energy, LLC. <br />INTERACTION: Public Works, Prosecuting Attorney's Office <br />RECOMMENDATION: Approve a Resolution to Amend a Non -Exclusive Electrical <br />Franchise Agreement with Vantage Wind Energy, LLC <br />HANDLING: Return one original Resolution to Public Works and Return <br />Original Franchise Amendment for Recording to Public Works <br />ATTACHMENTS: Resolution; Franchise Amendment <br />LEAD STAFF: Josh Fredrickson <br />Public Works Director <br />
