STUDY SESSION STAFF REPORT
STUDY SESSION DATE: July 13, 2026
TOPIC: Cle Elum Business Incubator
ACTION REQUESTED: Approve a Resolution Authorizing Acceptance of
Funding Return from the Kittitas County
Chamber of Commerce and Authorizing Chair
Signature on a Corrective Quit Claim Deed
LEAD STAFF:
Josh Fredrickson
RECOMMENDATION:
Approve a Resolution Authorizing Acceptance of Funding Return from the Kittitas
County Chamber of Commerce and Authorizing Chair Signature on a Quit Claim Deed
BRIEFING SUMMARY:
Distressed Sales and Use Tax used to purchase the Cle Elum Business Incubator
located at 214 North Pennsylvania Avenue in Cle Elum
Building has a deed restriction limiting the use to economic development or
business enhancement
Kittitas County Chamber of Commerce (Chamber) would like to refund the funds
used towards the purchase of the building in exchange for the removal of the deed
restriction
BACKGROUND:
The Kittitas County Conference of Governments (COG) recommends use of Distressed
County Sales and Use Tax (0.09 funds) towards economic development. The Kittitas
County Chamber of Commerce requested the purchase of the building at 214 North
Pennsylvania Ave. to serve economic development purposes. In 2015 COG met and
recommended transfer of awarded 0.09 funds to the Professional Services Incubator
Project in Cle Elum. The business incubator project moved forward, and the building
located at 214 North Pennsylvania Avenue in Cle Elum was purchased using the
Distressed County Sales and Use Tax. A Quit Claim Deed was signed March 15, 2015,
by both the Chamber and the County. The Quit Claim Deed (Exhibit 1) signed by the
County includes a condition that the building is to be used for economic development or
business enhancement otherwise the building would revert to Kittitas County.
DISCUSSION:
Kittitas County Chamber of Commerce has requested removal of the building use
condition included in the current Quit Claim Deed. Working with the Chamber and the
County Prosecuting Attorney Office, a path forward is for the Chamber to reimburse the
County for the funds used in the incubator purchase. The purchase price and fees total to
$185,504.80 and were allocated from the Distressed Sales and Use Tax (Fund 108). A
Corrective Quit Claim Deed has been prepared (Exhibit 2) which does not have the
building use condition.
FISCAL IMPACT:
Purchase price of building would be returned to Fund 108 (Public Facilities) and made
available for future projects.

PUBLIC WORKS – BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: July 13, 2026
TOPIC: 6-Year Transportation Plan
ACTION REQUESTED: None
LEAD STAFF:
Josh Fredrickson
RECOMMENDATION:
No action required
BRIEFING SUMMARY:
• Per RCW 36.81.121 Public Works is required to publish a 6 -Year Transportation
Improvement Plan prior to the adoption of the budget.
• Schedule:
o Online engagement proposed for three weeks starting late Ju ly
o Update 6-Year Plan-mid August
o Draft presentation for B oard of County Commissioners consideration-
September 1st and Request to Set a Public Hearing
o Adopt 6-Year Plan at Public Hearing – September 15
• Public Works has prepared and attached the draft 6 -Year Transportation
Improvement Plan.
BACKGROUND :
Public Works has been working to update the 6-Year Transportation Plan, as required by
RCW 36.81.121. The Plan highlights all capital improvement projects Public Works is
planning through the year 2032. The Plan is broken down by design and construction
phases, as well as local and grant funding. Funding sources are identified to help
calculate the impact to the road fund.
Public Works intends to seek public input through posting information online . The 6-
Year Plan draft will be posted on the Public Works website, and Public Works will
release a press release. The website will include a form for comment and will be available
for three weeks, tentatively mid -July through early August. Public Works will update the
plan as necessary based on the public’s feedback and present the B oard of County
Commissioners (BOCC) with a draft for consideration September 1 st.
DISCUSSION:
Public Works has updated the 6-Year Plan to better represent the County’s ability to fund
road improvement projects. Last year, project s were not included in the plan if funding
was not secured and was instead included on a Capital Improvements List to show needs
which would be completed if funding became available. In addition to funded projects,
t his year Public Works has included placeholders for projects with grant funding
opportunities that are on a regular funding cycle . These placeholders identify the funding
source and type of project which meets funding criteria. Only funding opportunities that
are utilized each cycle have been included.
FISCAL IMPACT:
The 6-Year Transportation Plan will help set the Public Works budget for 2027.
