Joshua Fredrickson briefed the Board <br />Commissioners on the <br />11 <br />independent financial feasibility <br />proposed countywide public <br />take Agenda <br />of County <br />review for a <br />facilities district. Joshua Fredrickson <br />stated the review had been initiated through the Washington State <br />Department of Commerce, which retained Johnson Consulting to complete <br />the analysis. <br />Joshua Fredrickson reported the review found formation of the public <br />facilities district to be a viable financial mechanism for <br />contemplated projects, including an Upper County Recreation Center, a <br />Lower County Field House, and Aquatic Facility improvements. Joshua <br />Fredrickson explained the district would function as a funding <br />mechanism rather than as the owner of the facilities, and that each <br />future project would require its own independent feasibility review. <br />Joshua Fredrickson further explained that, if the Board of County <br />Commissioners elects to proceed, the district would be established by <br />Resolution and governed by a separate five -member Board under the <br />applicable RCW"s. Discussion included the district's independence <br />from County advisory boards and a possible future voter -approved <br />sales tax funding mechanism as well as a capital stacking plan. In <br />response to the Board questions, Joshua Fredrickson and attendees <br />clarified that prior County funding commitments would not alter the <br />district formation process and that individual projects would each <br />return for separate feasibility reviews. <br />2026-06-22 MINUTES <br />
