AQOBC-2024-KiCPHD-00010 BETWEEN THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY AND KITTITAS COUNTY PUBLIC HEALTH DEPARTMENT PURPOSE: To amend the above-referenced agreement (AGREEMENT) between the state of Washington Department of Ecology (ECOLOGY) and KITTITAS COLINTY PUBLIC HEALTH DEPARTMENT (RECIPIENT) for the Community-Led Air Quality Improvement for Ellensburg (PROJECT). The purpose of amendment 3 is to update project timeline tasks and remove project deliverables that are no longer relevant. This is a no-cost amendment. IT IS MUTUALLYAGREED that the AGREEMENT is amended as follows: Project Long Description: Amended: Community-Led Air Quality Improvement for Ellensburg Kittitas County Public Health Department (KCPHD) proposes a six month- two year project depending upon funding availability, starting in Jan2025, to reduce criteria air pollutants----carbon monoxide, lead, nitrogen dioxide, sulfur dioxide, ozone, and particulate mafter-in Ellensburg, an overburdened community. The project emphasizes community involvement to design emissions reduction strategies that reflect local priorities. If funding is only available for six months the focus will be on the initial community engagement and data analysis needed for future projects when funding becomes available. Project Tasks and Deliverables The project will unfold in four phases: l. Community Outreach and Engagement (April 2025 - Sept 2025): Conduct community engagement through meetings, focus groups, and surveys, diverse community input will be collected. Deliverable: Stakeholder group and initial outreach plan. 2.Data Collection and Needs Assessment (Oct2025 -March2026): Surveys, interviews, and focus groups will assess community air quality concems. Ouheach will target underrepresented groups to ensure equitable participation. Deliverable: Needs assessment report summarizing community input. 3. Design of Emission Reduction Projects (April2026'Dec2026): KCPHD will collaborate with the community to design emissions reduction strategies based on collected data. Workshops and technical analysis will guide the design process. Finalization and Reporting (Jan 2027 - Jvne 2027): Final project designs will be completed, and a report will be prepared for the community and funders. Deliverable: Finalized project plans and a comprehensive report. Expected Outcomes The project will result in actionable, community-designed emissions reduction plans that target key air quality concerns It will improve air quality, health, and awareness among Ellensburg residents, particularly vulnerable groups. Organ izational Capac ity KCPHD has extensive experience in community health and environmental projects. We have partnered with organizations like HopeSource and FISH Food Bank on initiatives such as the cold weather shelter program and COVID-I9 quarantine services. We track milestones and report progress using EAGL, as demonstrated in our Local Solid Waste Financial Assistance (LSWFA) grant. Our department manages multiple grants and revenue streams, with dedicated staff overseeing financial management, ensuring responsible fund allocation and reporting. Environmental Justice The project prioritizes environmental justice by ensuring meaningful involvement of all Ellensburg residents, regardless of race, income, or background. Community input will guide the distribution of resources and development of air quality solutions, targeting those disproportionately impacted by air pollution. This approach will help reduce health disparities and environmental burdens. Community Engagement KCPHD's Health Promotions division will lead outreach through email, phone, social media, and in-person meetings. We also advertise events via radio, newspapers, and web platforms. Surveys, focus groups, and interviews will gather community input, supported by our Assessment Coordinator and Epidemiologist, who have experience leading public health assessments. In-person events will be held at ADA-accessible venues, like libraries and community centers, and will be supplemented with virtual options to ensure inclusivity. Through these collaborative efforts, KCPHD will empower Ellensburg residents to take an active role in improving local air quality, leading to long-term health and environmental benefits. CHANGES TO SCOPE OFWORK Task Number: I Task Cost: $37,000.00 Task Title:Community outreach and engagement Task Description: Under this task, the RECIPIENT will conduct community outreach and engagement through workshops, surveys, and focus groups to gather Ellensburg residents' input on criteria air pollution concems and potential solutions. RECIPIENT must adhere to all requirements outlined in the grant guidelines for this program. See page 15 of the grant guidelines for more information. Overhead/indirect costs may not exceed 25Yo of salaries and benefits' Administrative costs are eligible for reimbursement under this grant agreement. All administrative costs must be necessary for and directly related to the purpose of the grant, which is to conduct community engagement, develop, and implement projects to reduce criteria air pollution. Reimbursement requests for administrative costs must include staff name, position, hourly rate, hours worked, and work completed. The RECIPIENT must have a standard procurement process and follow curent Washington State procurement laws for the solicitation of bids and the selection of vendors and contractors for the performance of any grant assisted work. RECIPIENT must provide documentation confirming procurement requirements are followed. Documentation for both equipment and services must include: . method of vendor notification of bid opportunity . how many bidders were notified . evaluation summary of bids received . award letter or notice of contract award . awarded contractor name, contract number, date contract was executed This agreement is supported with funding from Washington's Climate Commitment Act and funded must satisff the requirements of directive 24-01, detailed in the Agreement Specific Terms and Conditions. Documentation must include: . method of vendor notification of bid opportunity . how many bidders were notified . evaluation summary of bids received . award letter or notice of contract award . awarded contractor name, contract number, date contract was executed Template Version l0 130 1201 5 1.2 RECIPIENT will submit an outreach and engagement plan including key audience, methods of outreach and engagement, and timeline. 1.3 RECIPEINT will submit materials from all community engagement and outreach activities, such as agendas, notes, and presentations, including proof that CCA branding requirements under directive 24-01 are satisfied. 1.4 RECIPIENT will submit a copy of any survey(s) conducted related to this agreement and a summary of responses received. 1.5 RECIPIENT will submit a summary of community engagement that summarizes input received from all outreach and engagement activities and includes: . Estimated number of people engaged . Description of events or activities . Community priorities to address criteria air pollution emissions .
