RESOLUTION TO AUTHORIZE EXECUTION OF A MEMORANDUM OF
UNDERSTANDING BETWEEN YAKIMA NEIGHBORHOOD HEALTH SERVICES
AND KITTITAS COUNTY PUBLIC HEALTH DEPARTMENT
WHEREAS, Yakima Neighborhood Health Services is a nonprofit organization which
administers a contract with the Washington Health Benefit Exchange (WAHBE)
for the purpose of providing Navigator services as described in the Affordable
Care Act; and
WHEREAS, Kittitas County Public Health Department desires to enroll as many people as
possible into available healthcare insurance programs when eligibility
requirements are met; and
WHEREAS, Yakima Neighborhood Health Services agrees to provide access to the Navigator
network at no cost and as detailed in the attached Memorandum of Understanding
which is attached hereto and hereby incorporated by this reference to help
accomplish increased insurance enrollment.
NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Kittitas
County, Washington, hereby authorizes execution of the attached Memorandum of
Understanding with Yakima Neighborhood Health Services.

Health Benefit Exchange — Navigator Assistance
Memorandum of Understanding for Unfunded Partner
Yakima Neighborhood Health Services and Kittitas County Public Health Department
Purpose:
Yakima Neighborhood Health Services is a nonprofit organization which administers a contract
with the Washington Health Benefit Exchange (WAHBE) for the purpose of providing Navigator
services as described in the Affordable Care Act. Yakima Neighborhood Health Services desires
to establish a broad based network of cooperating organizations which similarly desire to enroll
as malty persons as possible into Medicaid and Qualified Health Plans. Yakima Neighborhood
Health Services can provide certain enrollment related services of benefit to cooperating
organizations as a result of its experience and relationship with the Washington Health Benefit
Exchange.
Kittitas County Public Health Department also desires to enroll as many persons as possible
into insurance coverage. Kittitas County Public Health Department acknowledges and sees
benefit in participating in regional network of organizations whose purpose is also to maximize
enrollment under the ACA. Kittitas County Public Health Department desires to access, at no
cost, certain services which Yakima Neighborhood Health Services provides and are listed in the
agreement.
Yakima Neighborhood Health Services will provide:
• Assistance with troubleshooting applications (access to YNHS Enhanced User)
• Navigator network formation and coordination
• Management of communication between Navigator network and Washington Health
Benefit Exchange
• Monthly conference calls with Navigator network partners to address overall process and
implementation issues related to implementation of the Health Benefit Exchange and
Affordable Care Act
• Required process and systems training for Navigator network staff
■ Inform Navigator network of required training in LMS
• Assistance with outreach, including co -coordination of outreach events
• Monitoring and reporting of enrollment activity for region and individual Navigator
organizations with Yakima Neighborhood Health Services Navigator network
Kittitas County Public Health Department will:
• Assure that Navigator network staff attends required training.
• Assure that all Navigator staff have 4 N 1 Attestation verifying that he/she meets
establish credentials and qualification, including:

o Completion of required training and Navigator certification, completed
background check and confidentiality statement
o Verification of language proficiencies other than English (if any)
o Compliance with all applicable security standards, practices, laws and procedures
related to the information processed in the Washington Healthplanfinder
o Completion of `Navigator Web Enrollment Form' on a daily basis located on
LMS dashboard.
Agreement Duration
• Time frame for implementation of the agreement for Navigator services for the period
MY 1. 2026 — June 30. 2027. This agreement can be terminated by either parry with
thirty days advance notice.
