JUNE 16, 2026 Board members present: Vice-Chairman Brett Wachsmith and Commissioner Laura Osiadacz. Excused: Chairman Cory Wright. Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office Administrator; Chad Bala, CDS Director; Nancy Shaff, Chief Administrative Deputy; Stephanie Hartung, Chief Civil Deputy Prosecutor; Jeremy Johnston, Planner II – Long Range; Kasey Knutson, Josh Fredrickson, Mindy Delozier, Accounting Assistant III; and 2 members of the public. PUBLIC HEARING TITLE III FUNDS SHERIFF At 2:00 p.m. VICE-CHAIRMAN WACHSMITH opened a Public Hearing to consider the use of Title III Funds to Improve/Update Kittitas County Search and Rescue Equipment. NANCY SHAFF, CHIEF ADMINISTRATIVE DEPUTY, explained how Kittitas County’s received just over $40,000.00 Title III funds from the US Forest Service through Washington State. She said it was their intention to use the funds to improve/update equipment within their Search and Rescue Division. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. PUBLIC HEARING CDBG PUBLIC SERVICE FUNDS PUBLIC HEARING At 2:01 p.m. VICE-CHAIRMAN WACHSMITH opened a Public Hearing to consider community development and housing needs, inform citizens of the availability of funds and eligible use of the State Community Development Block Grant (CDBG) and receive comments on proposed activities. TASHA MAXWELL, HOPESOURCE UNIVERSITY, provided an update on how they’ve been utilizing the funds for client’s lifestyle and education ranging from high school students to senior citizens. MINDY DELOZIER, ACCOUNTING ASSISTANT III, mentioned she went to the workshops and learned about what they are doing, but asked how their courses work with foreclosures and what resources are available for individuals. 06/16/2026 MINUTES 2 THERE BEING NO ONE REQUESTING TO TESTIFY, PUBLIC TESTIMONY WAS CLOSED. PUBLIC HEARING SURPLUS EQUIPMENT PUBLIC WORKS At 2:06 p.m. VICE-CHAIRMAN WACHSMITH opened a Public Hearing to consider Equipment Surplus to Kittitas County’s needs and to authorize disposal of the same in accordance with RCW 36.34.080. JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR, reviewed a Staff Report including equipment which was surplus to the County’s needs. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2026-104 EQUIPMENT SURPLUS PUBLIC WORKS COMMISSIONERS OSIADACZ moved to approve Resolution No. 2026-104, To Declare Equipment Rental and Revolving Fund Equipment Surplus to the County’s Needs and Authorize Disposal. VICE-CHAIRMAN WACHSMITH seconded. Motion carried 2-0. PUBLIC HEARING COMP. PLAN PERIODIC UPDATE CDS At 2:08 p.m. VICE-CHAIRMAN WACHSMITH opened a Closed Record Public Hearing to consider the enabling documents for the 2026-2046 Comprehensive Plan Periodic Update and Development Regulations and noted there would be no public comments taken. CHAD BALA, CDS DIRECTOR, provided a recap of the history. He said the enabling documents have been reviewed by the Prosecutor’s Office and he recommended approval. ORDINANCE 2026-003 COMP PLAN PERIODIC UPDATE CDS COMMISSIONER OSIADACZ moved to approve Ordinance No. 2026-003, 2026- 2046 Comprehensive Plan Periodic Update. VICE-CHAIRMAN WACHSMITH seconded. Motion carried 3-0. ORDINANCE 2026-004 CRITICAL AREA & DEVELOPMENT REGS CDS COMMISSIONER OSIADACZ moved to approve Resolution No. 2026-004, Comprehensive Plan Periodic Update Critical Area and Implementing Development Regulations. VICE-CHAIRMAN WACHSMITH seconded. Motion carried 2-0.
