The <br />applicants are wanting to remove the development rights from 10 parcels and place the <br />parcels in a conservation easement to protect the land in perpetuity. The subject <br />property is located off State Highway 970 approximately 1.5 miles northwest of the <br />intersection of State Highway 970 & State Highway 10 in Kittitas County. The 10 <br />parcels total 11.44 acres and are covered wholly or partially by floodplain. Per <br />KCCl7.13.020 frequently flooded areas are eligible to be a sending site. After review <br />of the application materials and a site visit, staff have determined that the parcels <br />qualify for the transfer of development rights. When signed and recorded, the TDR <br />conservation easement will create 10 development right certificates.
