This Memorandum of Understanding {MOU} is entered into by and between $afe House ProJect, a natlonal
nonpiont organtzation operating the sim-ply R6port platform (hereafter "$HfF|, an$ Kittitas County Sherlffs Offlce
inpbf ift.r6"ttei"Ti e Agency;; for the iuipose of authorizing access to the Simply Report dashboards for
dasignated investlgative personnel.

FURPOSE
The purpose of ihis Memorandum of Understanding (MOUi is to-establish a collaboratlve agreement between Kittitas
Courity bheriffs ffice ("The Agency") and Safe House Froject fSHP') regarding the appropriate accsssr use, and
Lspoilsiniliiles assoclated with the Simply Report plathrm. Slmply Report ie a secure, technology-based system
;L;id;d lo facilltate the ldentlflcation of suspected human trafficklng, coordinate timely and approprlate response
efiois, and enhance national capacity to dlsrupt trafflcking neiworks.
Thle MOU doflnes tre roles and expectallons for law enforc,ement personnelaccessing the platform ln an
inoesfiiiv* cipacity. lt ouflines procedures to support interagency coordination, snsure appropriate handling of

Human trafficking remains one of the most pervasive and underreportred crimes in the United sktes, requidng

DEFINITIONS
For the purposes of thls Memorandum of Understanding (MOU), the following definitions shallapply:
{. Law Enforcement AgencY (LEA}:
A municipal, anunty, shate, trlbal, tsnltorlal, or federatago!.cy legally arthorized to enforce crlminal law, conduot
ino"itigation", and support prosecution of offenses, including human trafficking.
2. lnvestigator'Level Ascess:
A tier of Simply Report access granted to lndividuals withln a law enforcement agency who are responsible for
condueting dr blreiUy supportlng criminal lnvestigations^ Thls tncludes:
r Sworn laW enforcement officers, detectlves, task force agonts, and proseeutors;
r Clvilian employees such as lntelllgence analysts who provide direct investigative support.

3. $late Holllna-Lsvel Accees:
A llmited-access tier for deslgnated clvillan users within a law enlorcement agency who do not have invesliqatory
responslbilities but require adcess for statisticaltracking, compliance reporting, or administrative purposes. These

4, Area of Responslblllty (AORI:
The jurisdiclional area in which an ag3ncy or user has lawful authotity to operate or invostigate, such as a cit1t,
counly, state, tribal territory, or other deflned region.
5. Point of Contac-t (POCI:
An individual derignated by the LEA to ovBrEBe and rnanage the agenqy's padicipation in Simply Repori' The POC is
responsible for:
r Approvlng user registration requests;r Ensurlng that ussrs are approprlately assigned access levels:
r Notifylng Safe House Prolect of changes ln personnel or user ellgiblllty;r Participaiing in annual u$er access reviews.
6. Personally ldentlflable lnformation {Pll):
Any lnformation that may identify or locale an individual, including but not llmiled to names, phone numbqrs, email
addresses, physical add'resses, photographs, and report nanalives containing descriptive detail' Pll is only visible to
users with lnvestigator{evd accass and only when volunlarily submitted by the reporter'
7. Disposition:
A requlred or rec,ommended fleld for certain uaers to rccord the stalus or outcome of a report (e.g., "Follow-up
lnigaied," "No Actlon Requlred," "Referred to Another Agency'), Used for coordination and deconfllc{on across
agencies.
8. Notes:
A fleld within $imply Report used to document lnvestigative activity, provide coordination updateq, and support-
interagency comrhunlcailon. Users with lnvestigator-level access are encouraged to use this ffeld to indicate when a
report is actively being folhwed up on.
9. Sirnply Report Platforrn:
A proprietary tachnology.basod reporting and coordinatlon syslem developed and admlnistered_by Safe House
prbjei*. The platform fitnitatee securs, ionsenFbased submlsslon and management of -suspected trafficklng reports,
supborts muliFagency coordlnatlon, and protecls survlvor informaflon and system integrity'
10. Publlc Safety Answering Polnt {PSAP}:
A designated emergency communicaiions center responsible for receiving 911 calls and dispatching em€rgency
responlse services. Within the $imply Report platform, PSAPs are authorized external users whose access is limited
to life-risk or time-sensitive reports that are automatically roubd to their dispaicfr daehboard based qn Jurisdiction'
pSAPs have viel1'-only accesi to such reports and are required to acknowledge and assign a disposition upon-
ravlew. PSAPs do not conduct ilvestlgatlons and are not permitted to search or browse reportswilhln the plalform.
USER ELIGIBILITY AND ACCESS LEVELS
Access to the $impty Report platform is role-based arrd restricted to individuals within law enforcement agencies who
have a direct, job+eiated need to access system data for investigative or administrative purposes, This section
outllnes the eligibility crileria and access levels available to agenry personnel.
4.1. Eligibility Crlteria
To be eligible for access to the Simply Report plalform, an individual must:
e Be employed by or formally contracted wllh the law eniorcement agency that has executed thls MOU;
r Require access to lho platform ln the coursa of their assigned duties, eithor to conduct or support criminal
lnvestigations or to fulfill an approved administratlve fundion;r Bo indfuidually cradentiald - shared logins, group account$, or access by proxy are strictly prohibited;
r Have oomplsied required role-speclfic iralnlng provlded or approved by $afe House Proiect prlor to receiving
system credentials;r Be approved for accees by the agency's designated Point of Ccntact (POC), who must verify that the accsss
levef requested is appropriats to ths lndlvldual's job reeponsibilities.
All user ar,cess requests are subleet to .evies, and approval by Safe House Project and may be donled ar nndified at
SHP's sole discretion.
4J. Access Levels
Eliglble users will be assigned one of the following access levels, based on their functional role within the agency:
A. lnvEsti g ator-Level Acce.ss
This level is reserved for indivlduals wfro conduct or direcfly support criminal investigations related to suspected
human trafficking or related offenses. Eligible users include:
e Sworn officers and detectives;r Task fiorce agents;o Prosecutors involved ln trafficking case reviow or prosecution;
r Clvllian lntelllgence or crlme analysts supportlng lnvestlgatlons.
Permisslons lnclude:
r Full acc€ss to all reports, including those submitted outside the agoncy's geographicJurisdiction;
e Visibility into personally identifiable informalion (Pll), narrative content, uploaded altachments, and law
enforcernent notes;e Ability to search the platform acrclse alljurisdict-nns;r Capabillty to add Notes and asslgn a Dlapssltion;o Tools to support lnveeilgative follow+rp, agency coordlnation, and case deconflicton.
B, State Hotllne'LeYel Access
This level ls roserved for agency-affiliated personnel who do not conduct or support active invastlgallons but may
need access for adminisbative or analytical purposes. Eligible users may include:
r Civilian staff responsible for cn:me data analysis, public reporting, or agoncy compliance functions;
r Users whose rde ls limited to viewing aggregate fsnds or intemaldata summaries.
Permisslons include:
o Mer,rronly access to redacted summaries of reporb submitted within the agenqy's defined Area of
Responsibltlty (AOR);r No visibility into Pll, attachments, law enforcoment not€s, or investlgative details;
r No search capability or access to rsports outside of tho assigned Jurlsdictlon;
. No abilig to add Notss or assign Dispositions.
This level of access is informaiional only and shall not be used to support, initiate, or influence criminal investigations.
4.3. Accsss Asslgnment and Overeight
The agenct's designated Point of Contact (POC) ie responsible for:
r Rwlewlng and approvlng aJl user accese requests;r Verlfylng that the indlvldual's acces$ level allgns wlth their job responsibilities;r Submltting required user registratlon informatlon to Safe House Projectr Ensuring that users complete all onboardlng requirements prior to aciivation;r Notifying $afe House Project promptly if a user changes mles, leaves the agency, or no longer requlres
access.
Safe House Projec,t will assign user access baeed on this MOU, internal prot'ocols, and final diecretion. Users may be
reclassilied, suspendod, or ramoved at any tirne if accose is deemed no bnger appropriata or compliant.
ACGE$S CONDITIONS AND USE LIMITATION$
Access to the Simply Report platform is granted solely for tha purpose of supporting authorized law enforcement
efforls to ldentff, fotlow up on, and coordlnate rssponses to suspected human traffcklng, Users must adhere to the
speclflc condltions and llmfiatlons assoclated wlth thalr assigned access level. Misuse, unauthorlzed access! or
deviation from these conditions may result in immedlate suspension or permanent revocatlon of ac,cess at lhe sole
discretion of Ssfe House Project (SHP).
5.1. Permitted Use
Users wfth approved oedentiale may acces$ the Simply Report platform for the followlng limited and authorized
purposes:
. To review and follow up on suapectod human traffioklng reports received thraugh the platform;
r To coordlnate lnvestigative actlvity a*oes jurisdlctions in collaboration with other authorized law
enforcement users;r To documenl invesiigative status or updates in the Noles section to support transparoncy and lnteragenoy
demrfliction;e To asslgn or update Dispositione retlecting the cutcome or slatus of a report;r To review supporting information (including uploaded attaehments) submitted by reporters, when available
and consented to;r To acce$s data relevant to open or ongoing inveotigatlons for whlch the user's ag€ncy has jurisdlctlon cr
operatlonal involvement.
5.2" Llmltatlons on Use
Strict limitations apply to the use of the Simply Report system, regardless of access level:
No Uee lor Probable Gauss or Evldentiary Purpo*s:
lnformation accessed via $imply Report may not be used to establish probable cause, support affidavits, or
serue as evidentiary material in court proceedings or prosecutorial filings. All investigative actions must be
supported by lndepondenff verified and lawfully obtained irformation outside of the platform. Exemptions
may be grant€d in emergency situations, subject lo wrltten approval from Safe House ProJocl upon tequast
and case-spec,lfl c review.
No Downloadlng, Prlnllng, or $creenshols:
Users are prohlbitod from downloading, printing, copying, photographing, screenshotting, or othorwise

No tharing or Redistributlon:
Report content, case notes, attachm€nt$, or any other platform data may not be shared via smail,
messaglng, printed materlals, or verbally wlth lndfuiduals or agencies who do nqt have authorized accesg
through the system. ln extraordlnary circumstances involving imminent threal lc llfe or aafety, sharlng of
report content may be permitted with wrltten aulhorlzalion from Safe House ProJect followlng a dooumented

No Publlc Uee:
Case examples, statlslical data, or report content may not be used in training presentatlons, media
briefings, grant applications, communig moetingsr or any public-facing materialwithout priorwritten

Usors may not present themselves as rspresentatives of the $lmply Report syslam, $afe House Projecl, or
impty official partnorship ln public-facing materials unlesg expllcitly authorized and coordinated with $HP.
5.3. Platform Access CondltlonE
Tralning Completlon Requlrernent:
All users musl cornplete role.specific tralning and orientatlon provlded by SHP before recelvlng acllve
credentials.
Gredential Gonft dentlallty:
Usarnames and passwords must be kept confidential, Shared or group logins are not permilted, Suspicious
acces8 or account compromise must be roported irnmediately to Safe Houee Project.
Offieial Email Requirement;
Only offlclal agencylasued emall addresses wlll be accepted for reglstratlon. Generlc, parsonal, or
anonymous emalls (e.9,, Gmall, Outlook, admln@) are not psrmitted.
System Avallabllity Disclaimer:
While the platform is deslgned for hlgh uptlmo and rapid responsiveness, il may occasionally be unavallable
due to maintenenco, upgrades, or unexpected disruptions. Agoncios aro required to maintain standard
operational procedures and conlingency plans for time.sensitive or emergency situations outside of ihe
Simply Report system.
5.4. Enforcement
$afe Hous€ Projec{ reserves the right to monltor system use and lnvestlgate any suspectsd vlslatlon of these
conditlons. SHP nray:
Suspend or revoke acce$s for individual ussrs or entire agencies based on a violatlon of this MOU or related
SOPs. SHP will provide written notice to the agencf a designated Point sf Contact (POC) prior to
suspension or rsvocation, except in instancos whera lmmedlate ac,tion is required to prevent further misuse,
protect survivor confidentialfty, or mitigate security tisks;
Requira retraining, reauthorization, or enhanc€d oversight baesd on risk assessments, usage trends, or
ldenffied compliance gaps;
Refer lnstances of wlllful mlsuse, negligence, or data compromlse to the agency's leadershlp or designated
oversighl body for further review and conective action.
By executing this MOU, *re Agency agrees tro uphold these conditions and to onsute that all authodzed users operate
within the strlct bounds of iheir access permissions and elhical responsibililies.

RETPONSIBILIT:E$ OF THE AGENCY
By entering into thle Memorandqm of Understanding iMOU), Kittitas County $heriffs Office {"the Agency")agrees to
uptrotU the following responsibilities to ensure appropriete use, ovetsight, end coordination telated to the Simply
Heport platform. These responsibiliiies are sssentialto safeguarding the lntegrlty of the system, prctecting survivor
infdrmation, and enhancing the effectivansss of law enforcernent response io suspected human trafficking.
6.1. DEsignate a Point of Contact (POC)
The Agency ehall deslgnate a prlmary Polni of Contact (POC) who wlll be tesponslble for:
r Approving or denying user accsss requests within he agsncy;r Verifolng lhat each user has a legitimale, role-basod nesd for ac€eEs;
e Ensuring that users complate all requlrd tralning prior to activatlon;r Maintalning a curront rostor of active users;r lmmediately notifuing Safe House Frdect of any changes in user status, such as reassignmenl, resignation,
terminaUon, or any reason a user should no longer have acoess.
The POC shall serve as the liaieon between the Agency and Safe House Ptoject on all matters related to system
access, user overslght, and operallonal coordlnatlon.
0,2. Ensure Appropriate Ueer Reglstration and Role Asslgnment
The Agency shall ensure that:
r Only employees with a dirsct need to aceess the platform based on thelr asslgned duties are granted
acce8$;r Users are registered with accurate information including fullname, title, agenepissued email address, phone
numbgr, a*d role;. Access levels are assigned based qn function:o lnvestigator.Level Access for trose conductlng or directly supporting lnvesfigaffons;o State Hotllne-Level Accese for non'investlgatlve personnel needing redacted information fol
adminlstative or analyllcal purposes;
o Each user maintains individual credentiels--shared or generic logins are prohlbited.
6.3. Promote Accurate end Ethlcal $ystem Use
TheAgency shall:
r Direct all authorized usars to acce$s and use the platform stricfly within the bounds of their assigned role
and Jurisdiclion;r Require users to log investgative activity and updatos uslng the Notes sectlon when actively followlng up on
a case;r Encourago use of the Dispooition ffeld to provlde resclution status and suppod deconfllctlon wilh other
agencles;r Prevent and prohibit unauthotized use, sharing, or reproduction of system data.
6.4, Protect Confidentiall$t and $urvivor Data
The Agency agrees to:
r Treat all information acceesed through Simply Report as confidential and sensitive;
r Prohibit extemal sharing of repsd content, including Pll, attachments, and invostigatlve delalls;
r Ensure that users understand and respect survivor autonomy and consent protocols, partlcularly ln relatlon
io Pll that is visible only when voluntarlly shared by the reporter;r Prevent lmproper use of platform data for evidentiary or legal proceedings unless independently
corroborated ouiside of Simply Report.
6.5. Participate in Overelght and Goardinatian
The Agency commits lo:
r Cooperatlng with Safe House Project in annual user reviews and audits of system use;
r Pafiicipating in regular review of system protocols, coordination best praclicee, or other updates as
requested;r Suilporting interagoncy coodinatlon by using the platform to signal aclive involvement on a css€, prevent
dufilcativo response, and share non-evldentiary insights acrassJurisdicllonal boundarles.
0.6. Respond to Compliance Requirements
The Agency acknowledges that $afe House Project:
May review platform activity at any time to ensurc compliance with sy$tem policies, confidentiality protocols,
and rde6assd access standards;
May suspend or revoke ac-cess for lndivlduals or the entlre _agengy at lts sole dlscretion. SHP will provide
wrl6en notlce to the Agency's deslgnated Polnt of Oontact {POC) p:lor to suspanslon or revocadcn of
sccesst except in casds where lmmedlate acffon ls necessary to prevent ham, protecl survivor lnformatlon,
or safeguard system integritY;
May require remedialtraining, policy acknowledgment, or administrative follow-up as a condidon of
contlnued access for indivtdual usels or the agency a$ a whde.
The Agency agrsss to respond to such requssts in a timely and collaborative manner,
RESPONSIBILITIES OF SAFE HOUSE PROJECT
As the admtntslrator and developer of lhe Simply Report platform, $afe Houee Project (SHP) ie committed to
ioatering 6ecure, ethical, and trauma-informed coordlnation with law enforcement agencles ln the flght agalnst human
taficking. ln support of this MOU, SHP agrees to the followlng responslbllttles:
7,1. Provlde Accese to llre Slmply Report Platform
SHP will:
r Maintain and operato the Simply Report system in accordanco wih cunent tschnical, security, and
operational standards;r drant access to eligibie users designated by the Agency and approved ffrrough appropriate registratlon and
role veriication prccess€s;r Asslgn user rolee {e.g., lnveetigator-Level, Stata Hofline-Level) based on alignment with lob rssponsibilitiee
and compliance wlth SHP's rols'based access framawork.
7.2. Deliver Rolefpeeific Trainlng
SHP wlll:
r Provide or facilitrate comprehensivs anboarding iraining tailored to each usor's dosignated role;
r Ensure lhat training covers key system features, data privacy requirements, coordination protocols, and
ethical use standards;r Maintain documentatsn of completed lraining for each user;
r provida training refreshers and updates as needed when system functionality or policy Ghange$ oc6ur.

7.3. Maintaln Platform 9ecurity and Dsta lntegrity
$HP will:
r Ensure that Simply Report is protectad by industry-standard encryptlon, access controls, and usage
rnonitoring;o Preservs audlt tralls of user actlvlty, reporl acc€ss, and data modlfication for ovetsight and compllance;. lmplemsnt measures to safeguard personally ldentiflable informatlon (Pll) and gnsure survivor consent
protocols are upheld;r Regularly test and monilor the system (o prevent, detect, and respond b potential misuso, breaches, or
failures,
7.4. Support Agency Coordination and Case Deconfliction
SHPwill:
o Facilitale struch;red and secure inlormation sharing betwosn authorized users and agencies;
r Promois the use sf shared Notes and Disposltion fields to lndicale activs lnveetigation, reduce duplicatlon of
offoris, and suppott real-time or delayed coordinatlon across Jurisdidions;r Notily the Agency's Polnt of Contact (POC) of potential cros$-agenoy actlvlty when appropriate to promote
law enfo rcernent collaboration.
7.5, Provide Ongoing User Oversight ard Support
SHP wlll:
e Conduct periodic and annual reviews of user accass tc ensure conlinued eligibillty and role alignnent;c Suspend or levoke access for users who fail to meet ellgibllily, training, or compliance requiromenls;
o Respond to technlcal support n€eds, access inquirias, or platform-related questions ftom the dgency or lts
users ln a tlmaly manner;r Review reports of suspected misuse or policy violatlons and take sorreclive aclion where warranted,
7,6. Communicate System Changes and Pollcy Updatss
SHP will
r Notify the Agency's designated POC of any material changes lo ihe system, ueer responsibilitjes, or
applicable policies;o Provide revised SOPs, user guides, or documefltation when updates are made;r Where appropriate, request acknowledgment or ra-exeoution of agreements il MOU terms are materially
affected,
7.7. Uphold Ethical and $urvlvor-Centered Princlples
SHP ls commltled to:
r Ensuring that all platform oporations uphold suryivor autonomlt safety, and dignity;
r Avoiding the exploitation or inappropriate exposure of survlvors fhrough syslem use or data handling;r Partnering wlth agencies that demonstrate a shared commitment to trauma-informed, legally ccmpliant, and
collaborative resBonse practices.
TERM, TERMINATION, AND SUSPENSION
This section outlines the dumtion of lhe agreement and the conditions underwhich acces€ to the Simply Report
platform may bs suspended or termlnated for an lndividual user or the entire agency.
8.1. Term of Agresment
This MOU shall remaln in effect from March {, 2026, or until efther terminated ln writing by either party or superseded
by a revlsed agreement rnutually executed in writing by the perties.
8,2, Terminatlon hy the Agency
The Agency may terminate lhis MOU at any time by providlng written notice to Safe House Project. Termination wlll
result in:
r lmmedlate revocatlon ol accegs for all agency-afflllated users;r Removal of agency association from actfue reports in the system;
e Deactivalion of the agency's user Sccounts and associated permissions.
8.3. Termlnatlon or Suspension by Safe Houee Prolect
Safe House Project reservss the right to suspend or ravoke accese far:
r Any individual us6r, orr The entire agency,
at any llme and for any reason, lncluding but not llmlted lo:
r Noncompliance with the terms of thls MOU;o Failure tofollow $tandard Operaiing Procodures {SOPs) or role-based accoss protocds;
r Breach of confidentiality, data misuss, or polioy vlolatlons;r Failure to complete required tralning;. lnaccurato or outdated user registration information;r Agsncy failure to deslgnate or maintain a compliant Point of Contact (POC);
r Securig or technical concerns relabd to user or agency aocees.
SHP wlll provlde wrltten notlce to the {gency's deslgnated Point of Contact (POC) priorto any suspension or
revocation of access. However, immediate suspension without nofice may occur when necessary to prevent ongoing
misuse, respond to urgent securlly risks, or protect survivor salely and data inlegrity.
8,,4. Reinstatement
Users or agencios whose accs$s has been suspended or revoked may requeet reinstatement by:
r Submittlng a wrltten requestto $HP through the agency's designated POC;
r Providing updated user dooumentation or access justlfication;
r Ccmpleting any rebaining or compliance actions requlrsd by SHP'
Relnstatement ls not guaranteed and shall be granted only at the sole discretion of $afa House Prolect
CONFIDENTIALITY AND DATA PROTECTION
The Simply Report platform contains highly sensitive informatlon regardlng suspected lncldents of human traffrcktng
and may include personally identifiable infornation (Pll) of indivlduals who are victims, survlvors, reporters, or
porsons of concern. Ensuring the confldenfality and responslble handllng of this lnforrnalion is essentlal to prolectlng
ihe safety, dignity, and autonomy of faffic{<ing survivors and malntainlng the ethical and legal lntegrity of all
parflclpatlng a gencles.
By signing thls Memorandum of Underutanding (MOU}, lhe Agency affirms its commitment to survivor-centered,
trluma-iniormed prinoiples and agre€s to comply with the following conlidentiality and data prctection provisions:

All reports, notes. attachments, and assoeiated data accessed lhrough Simfly Report are confidential and shall not
be:
r Disclosed to lndividuals who do nst have authorized accsss through the platform;
r Sharod verbally, electonlcally, or ln wrltlng outBide of the platform;
r Downloaded, printed, copied, photographed, or stored in any external system;
r Referenced in public documents, grant materials, media communicstlons, or exlernal presentations without
priorwriften approvalfitm $afe House Project.
Excspllona may be made in the followlng circumstances:
r lnformation may be shared wilh other indlvlduals who are authorized users of the plafform in accordance
with lheir ofiiclal role and investiga{ive or emergercy responsibllities;
r [n emergoncy or oxlgent circurnstanees, where sharing roport information may be necessary to preserve life,
supportimmediate viciim recovery, or enable tim+sonsitive interdiction efforls, llmlted dlschsure may ocuJr
con slstent wilh lawful law en forceme nt praotices and pl atform intent.
9.2. Personally ldentlflable lnformatlon (Pll)
Pll is only vlsible io users wlth lnvestlgatorlevel access and only when the repo*er has voluntarily provided such
intorrnation. All users with access to Pll must:
r Treat such informatlon as highly confldential and use it strictly for investlgalive coordination within tho scopa
of their role;e Refraln from contacting survivors or reporters unless logally authorized and nece$sary Jor an actlve
invesligaiion;o Never include Pll in extemal communicatlon$, case files, or rhared databases without proper authorization
and lndependent vsriflcation through lawful meang.
9.3. S urvivor-Ce ntsrod and Tra uma-lnformed Approach
The Agency agrees to uphold sullvor-centered pracilcos by:
c Prioritizing the safety, dignity, and autonomy of lndlviduals whose lnformatlon may be contained wlthln the
system;r dvoiding ac{ions that may rotraurnatlze or re+xploii survivors, including unnecess€ry sharing or speculative
investigation based on unverified or anecdokl report content;
r Ensuring that access to ssneilive content is strictly limited to individuals who have a legitimate lnvestigative
need;r Uslng dlscreflon and compasslon ln interpretlng and respondlng to narrative contsnt, induding signs of
dlstrees, coerdon, or lncomplete dlsdosures.
9.4. Platform Boundarlee and Legal Use
lnformation obtained lhrough Simply Report:
May not be used to establish probable cause, justi$ search or arrsst warrants, or serve as evldenliary
content in legal procoedings unloss the informstion is independently conoborated thmugh lawful
investigative mean$. ln emergency or exigenl circumstances where public safety or victlm recovery is at
imrnediate risk, lirnited reliance on report oontent to initiate protective or praventive action may be permitted,
provided it is consistent with the agenct's lavuful procedures and promptly documsnted.

data, including:
r Ensuring all ussrs understand and agree to *onfidentiality terms dudng training;r Mcnitoring user access and complinnce with data protec{on policiee;o Promptly rrotifying Safe House ProJect of any suspec'ted or conflnned breach of confidentiallty or
unauthorized access.
By adherlng to these strandards, the Ageney strengthens collectlve efforts to disrupt trafilcking networks while
honodng the humanity, privacy, and voice of every individual affected by this crime.

AMENDMENTS AND SIGNATURES
10.1. Amendments
This Memorandum of Understanding (MOU) may be amended at any time upon mutual written agreement of the
Agency and Safe House Project. Amendments may include, but are not limited te:
r Revisions to user responsibilities or access levels:r Updates to confidentiality or data protection provisions;r lntegration of new platform functionality, policy updates, or Standard Operating Procedures (SOPs).
Safe House Project reserves the right to update operalional procedures, system terms of use, or SOPs at its sole
discretion. When such changes materially impact user responsibilities or agency obligations, SHP will notify the
Agency's designated Point of Contact (POC) and may request acknowledgment or re-execution of the MOU.
All amended versions shall be effective as of the date signed and supersede previous versions.
10.2. Signatures
By signing below, the parties agree to the terms and responsibilities outlined in this MOU and affirm their commitment
to survivor-centered, ethically grounded, and collaborative use of the Simply Repo( platform.
